HELP PUT A REPEAT CHILD PREDATOR IN PRISON LONG TERM!

Update-Another VICTIM has come forward-Three felony charges of Indecent Liberties with a CHILD, stemming from a June 2004 incident. Bail is $300,000 which now brings his total bail at $700,000

The latest arrest of the child predator, Luther Grandy Hooper, III, has rocked my family and our community to its core. "Grandy", as he's known on our island, was arrested and eventually convicted on February 2, 2016, for two separate counts of Indecent Liberty with Minors charges. The offenses he was convicted of happened on July 2, 2012, and January 1, 2013. The minor victims in this case were 12 and 14 years old. They had to wait three YEARS for "justice" which only resulted in Grandy serving 1 year (for cocaine charge) and 11 months (for TWO charges with CHILD VICTIMS of a sexual nature) in prison. Upon his release, he was required to register as a sex offender with the North Carolina State Bureau of Investigation for a mere ten years, where they have clearly labeled him as NOT a predator. 

Not surprising to most of us who live in the area, or to his previous victims (that are now adults), Grandy has recently been arrested again for charges that occurred as early as December 1, 2020...only two years after being released from prison! On February 21, 2025, he was charged with FOUR counts of sexual battery, one count of indecent liberties with a MINOR, and one count of indecent exposure in public with a child. The new charges span just over four years. He's being held at the Dare County Detention Center in Manteo, NC, until he can make bail, set at $400,000. 

Grandy is a predator and his recent actions bring to light the lack of protection the judicial system in Dare County offers children that are victims of sexual assault. His latest victim deserves the justice that the judicial system did not offer his first victims. He doesn't deserve a "plea deal". He has nothing of value to offer our community. He deserves real prison time that sends the message that, as a community, we have zero tolerance for the sexual abuse of our children. Grandy is very clearly a child predator- his crimes have spanned almost thirteen years & many wonder about potential victims who are too scared or embarrassed to come forward. Children don't deserve to suffer because of who Grandy is related to or because of a judicial system that takes the sexual abuse of our children lightly. Please encourage anyone who has spent time around Grandy or at Grandy's home, as a child or adult, to come forward if they have any information of his crimes. 

We need adults in our community to stand up and demand the judicial system take these crimes seriously, work to get guilty verdicts, and then give all predators of children sentences that carry lengthy prison times. The fullest extent of the law around sentencing should be reserved for the most vile criminals. Surely we can all agree that includes criminals like Grandy, who prey on our children?! 

I'm asking people to go against the island norm, "Just let people live their lives", and sign this petition to demand that the Dare County Judicial System take Grandy's case and throw the book at him- don't give him another plea deal, a slap on the wrist with sentencing, or force his most recent victim to wait three years for his trial. 

Dare County Judicial System, we are asking you to be aggressive with Grandy's case and send a new message to child predators: Dare County is no longer soft on child sex abuse. WE WILL NOT LET YOU ABUSE OUR CHILDREN AND GET AWAY WITH IT. YOU WILL GO TO PRISON AND REMAIN THERE AS LONG AS THE LAW ALLOWS US TO KEEP YOU OFF OUR STREETS AND AWAY FROM OUR CHILDREN.
