The Issue
To: PayPal Holdings Inc., Bank of Namibia, Ministry of Finance and Public Enterprises, Communications Regulatory Authority of Namibia (CRAN), and Relevant Stakeholders
We, the undersigned Namibians and supporters, respectfully petition for the enablement of PayPal withdrawal services in Namibia.
In a rapidly evolving digital world, access to global platforms like PayPal is no longer a luxury—it’s a necessity. Thousands of Namibians are ready to contribute to the digital economy through freelance services, creative entrepreneurship, remote work, and global trade. However, the inability to withdraw funds via PayPal presents a significant barrier that holds back individuals, families, and the national economy.
We believe in peaceful progress. We believe in inclusion.
This petition is not about protest—it’s about possibility.
Why it matters:
Youth unemployment in Namibia remains high, with many young people turning to digital skills to create opportunities where none exist.
Freelancers, small business owners, and creators are losing income and global visibility due to clients requiring PayPal payments.
International donors, NGOs, and educators face limitations in disbursing funds for online training, humanitarian aid, and collaborative work.
Namibia’s economy is missing out on untapped revenue, foreign exchange, and cross-border partnerships.
Other countries across Africa have found solutions in collaboration with PayPal and local banks. We are confident Namibia can do the same—with the right will and partnership.
We respectfully request:
That the Bank of Namibia re-engage in negotiations to support PayPal withdrawals through compliant, secure local channels.
That PayPal re-evaluate the functional limitations that prevent withdrawals in Namibia and consider implementing a phased or pilot rollout.
That stakeholders in the fintech and banking sector prioritize inclusive innovation to support Namibia’s growing digital economy.
That open dialogue between citizens and decision-makers be encouraged, in a spirit of unity, respect, and co-creation.
We are not asking for special treatment. We are asking to participate.
We are asking to be included in the global digital economy with dignity, fairness, and access.
