The Issue

AN URGENT APPEAL AT A CRITICAL MOMENT FOR HUMANITY

The 81st Session of the United Nations General Assembly is taking place at a moment of extraordinary convergence of global risks under the overarching theme of "Restoring trust, managing transformation: a United Nations that delivers for all," to address critical global challenges.

Military escalation and unresolved conflicts—from Iran and West Asia to Ukraine, Yemen and other flash points—are occurring alongside accelerating climate and ecological disruption, extreme weather, biodiversity loss, resource insecurity and rapidly advancing artificial intelligence. The emergence of a strong El Niño episode in 2026, together with mounting scientific warnings concerning climate and ecological instability, adds another layer of systemic uncertainty. At the same time, major powers remain locked in strategic competition while the institutions created to manage international peace and cooperation struggle to respond collectively to challenges that increasingly transcend national borders.

The central question before humanity is therefore no longer simply how to manage the existing international order.

Can an international system designed for the geopolitical realities of 1945 adequately govern an interconnected planetary civilisation in 2026 and beyond?

THE ARTICLE 109 MOMENT

The UN Charter itself contains a mechanism for comprehensive review.

Article 109 provides for a General Conference of UN Members to review the Charter, subject to the constitutional voting requirements specified therein. The growing Article 109 Coalition has brought renewed attention to this long-unrealised constitutional pathway. We welcome this development. But we propose that the debate go one step further.

If humanity is going to review the foundations of the international order, should we examine only reform of the United Nations—or of transforming it to Earth Federation just as it earlier happened in 1945 with League of Nations?

FROM INTERNATIONAL SYSTEM TO EARTH FEDERATION

The modern Westphalian system was a historical development, not an eternal law of nature. The nation-state has provided important foundations for political organisation, sovereignty and international relations. Yet many of today's most consequential problems are inherently transboundary:

atmospheric and climate instability;
oceans and biodiversity;
pollution and waste;
pandemics;
nuclear weapons;
artificial intelligence;
financial and economic contagion;
food and water security;
migration;
and the consequences of armed conflict.

No national border can contain these systems.

The Earth Federation proposal therefore does not seek to erase nations, cultures or local identities. It proposes a principle of subsidiarity:

What can be governed locally should remain local. What genuinely affects the whole Earth should be governed collectively.

A GLOBAL PROCESS TO SELECT THE FIRST EARTH LEADERSHIP

We propose an unprecedented but entirely peaceful constitutional experiment.

The first Earth Federation leadership should not be determined by military power, wealth, great-power bargaining or hereditary privilege.

Instead, we propose the creation of an independent:

GLOBAL JURY FOR EARTH FEDERATION

The Jury would comprise appropriately qualified representatives drawn from the six Regions and from relevant fields including:

constitutional governance | peace and disarmament | science | ecology | economics | technology and AI | human rights | indigenous knowledge | youth | civil society

Its procedures should be publicly disclosed and subject to conflict-of-interest safeguards.

The leadership selection process would include:

1. Global nominations : Open nominations from citizens, communities, civil society, academia, professional institutions and governments.

2. Objective screening : Published criteria covering constitutional integrity, public service, peace, ecological responsibility, human rights, transparency, independence and cross-cultural leadership.

3. Public disclosure : Qualifications, records and relevant declarations of shortlisted candidates made publicly accessible.

4. Regional panels : Structured discussions across the six Earth Regions.

5. Global debates : Public debates on peace, ecology, economy, technology, AI, human rights and planetary governance.

6. Global interviews : Structured interviews conducted by the Global Jury.

7. Selection and ratification : For following 15 positions
One Earth President and two Vice Presidents (3)
Six Regional Presidents with One Vice President each (12)
(See ANNEXURE : THE PROPOSED SIX-REGION EARTH FEDERATION)
followed by an appropriate global constitutional ratification process.

The first leadership would be transitional, constitutionally limited and fully accountable.

THE PURPOSE OF THE FIRST EARTH FEDERATION MANDATE

The initial mandate should be narrowly focused on humanity's shared planetary challenges:

PEACE
Conflict prevention, mediation and progressive universal disarmament.

PLANETARY ECOLOGICAL SECURITY
Climate, biodiversity, oceans, pollution, waste and ecosystem restoration.

FOOD AND WATER SECURITY
Cooperative mechanisms to eliminate preventable hunger and protect essential resources.

AI AND EMERGING TECHNOLOGIES
Democratic governance of technologies capable of producing planetary-scale consequences.

SUSTAINABLE ECONOMY
Transition from extractive and waste-intensive systems towards circular and regenerative economies.

HUMAN DIGNITY
A planetary foundation for education, health, food, water, shelter and opportunity.

DEMOCRATIC ACCOUNTABILITY
Transparent institutions subject to constitutional checks, public scrutiny and judicial review.

A PEACEFUL CONSTITUTIONAL TRANSITION

Earth Federation should not be created through the overthrow of existing governments or institutions.

We propose following pathway:

1. Advance the UN Charter review mechanism under Article 109 towards transforming UN into Earth Federation.

2. Convene an inclusive Earth Constitutional Convention to examine the creation of a democratic Earth Federation.

THE ONE "MIRACLE" HUMANITY CAN CHOOSE

Modern civilisation contains many assumptions that once appeared impossible to challenge.

The modern nation-state.

Colonial territorial boundaries.

Perpetual economic expansion.

The division of humanity into geopolitical blocs.

The assumption that great-power rivalry must remain the organising principle of world affairs.

Yet history demonstrates that political institutions are human creations.

They can therefore be redesigned.

The proposition before humanity is a simple but profound one:

What if the next great institutional breakthrough were not another technological miracle, but a constitutional miracle—the conscious decision of humanity to federate around the survival and flourishing of its common home?

Earth Federation is not presented as an article of faith.

It is presented as a proposition for humanity to examine.

OUR APPEAL TO THE 81ST UN GENERAL ASSEMBLY

We respectfully call upon Heads of State and Government, UN Member States and peoples of the Earth to:

  1. Recognise the need for a fundamental global governance dialogue in response to the converging planetary emergency.
  2. Support serious consideration of the Article 109 Charter review mechanism.
  3. Initiate an open global debate on Earth Federation as a possible next-stage constitutional framework for planetary cooperation.
  4. Establish an inclusive Earth Constitutional Convention, representing the six proposed Regions and the diverse peoples and knowledge systems of humanity.
  5. Develop a transparent Global Jury process for nomination, screening, debate, interview and selection of the first Earth President and six Regional Vice-Presidents.
  6. Ensure that the emerging Earth Federation architecture is democratic, peaceful, constitutional, decentralised, transparent and accountable.
  7. Begin the transition from a system principally organised around geopolitical competition towards one capable of governing genuinely planetary concerns collectively.

THE CHOICE BEFORE HUMANITY

The question is not whether the existing international system has produced achievements of historic importance.

The question is whether institutional arrangements created under the conditions of the twentieth century are sufficient for the interconnected risks and capabilities of the twenty-first century.

We believe humanity has reached the point at which this question must be asked openly.

One Earth. One Family. One Future.

Let the 81st UN General Assembly become the moment when humanity begins the conversation about its next constitutional chapter.
