Nel 2024 è stata data notizia della firma di un protocollo tra il MASAF e la FISE relativo alla gestione del fine carriera degli equini, a conferma di un’attenzione al tema già presente negli anni precedenti.
La presenza di iniziative già a partire dal 2024 conferma che il tema del fine carriera degli equini è riconosciuto da tempo.
Allo stesso tempo, il fatto che tali riferimenti vengano ancora richiamati oggi evidenzia come non sia stato ancora definito un sistema strutturato, in grado di garantire continuità, responsabilità e copertura per tutti gli equini nel lungo periodo.
Tuttavia, in assenza del testo ufficiale pubblicamente accessibile, non è possibile valutarne nel dettaglio contenuti, criteri di applicazione e strumenti di garanzia nel lungo periodo.
Un’analoga criticità emerge anche dalle proposte di legge presentate al Parlamento italiano, nelle quali, sulla base della documentazione pubblicamente disponibile alla data odierna, non risulta definito in modo esplicito un sistema strutturato per la gestione degli equini atleti nella fase successiva alla carriera.

Per questo riteniamo necessario un quadro più ampio e coordinato, in grado di garantire continuità, responsabilità e sostenibilità nel tempo, in linea con i principi dell’articolo 13 del Trattato sul funzionamento dell’Unione europea.
In particolare, proponiamo:
un registro europeo unico di tracciabilità, valido in tutti gli Stati membri e lungo l’intero ciclo di vita dell’equino;
un fondo post-carriera strutturato, collegato ai flussi economici del settore (inclusi premi e montepremi), garantito per tutti gli equini atleti che, attraverso la loro attività sportiva, hanno contribuito in modo determinante alla generazione dei flussi economici del settore, nonché al sostentamento delle attività umane lungo l’intera filiera;
l’identificazione e la continuità nella gestione degli equini al termine dell’attività sportiva, nell’ambito di un registro europeo unico e transfrontaliero, valido lungo l’intero ciclo di vita;
un quadro europeo comune volto a ridurre la frammentazione tra Stati membri e garantire coerenza normativa.
Gli equini atleti devono essere tutelati come soggetti senzienti e non considerati meri strumenti, assicurando per ciascun equino una collocazione identificabile, tracciabile e verificabile lungo tutto il ciclo di vita, fino al fine vita.
Un sistema strutturato di questo tipo rappresenta un elemento qualificante per un modello fondato su responsabilità e continuità, contribuendo a promuovere una gestione consapevole e sostenibile nel tempo, rafforzando un modello idoneo a orientare le nuove generazioni verso comportamenti coerenti nei confronti degli equini sportivi, intesi come partner e non come strumenti funzionali al perseguimento di obiettivi.

The existence of initiatives dating back to 2024 confirms that the issue of equine post-career management has been recognised for some time.
At the same time, the fact that these references are still being recalled today highlights that a structured system ensuring continuity, responsibility, and coverage for all equines in the long term has not yet been established.
However, in the absence of an officially published and publicly accessible document, it is not possible to assess its content, implementation criteria, and long-term guarantees.
A similar limitation also emerges from the legislative proposals presented to the Italian Parliament, where, based on the documentation publicly available to date, no structured system for the post-career management of equine athletes appears to be explicitly defined.
The issue is not the absence of initiatives.
The issue is the absence of a system.
For this reason, we consider it necessary to establish a broader and coordinated framework capable of ensuring continuity, responsibility, and long-term sustainability, in line with the principles set out in Article 13 of the Treaty on the Functioning of the European Union.
In particular, we propose:
a single European traceability system, valid across all Member States and covering the entire life cycle of the equine;
a structured post-career fund linked to the economic flows of the sector (including prize money and winnings), guaranteed for all equine athletes who, through their sporting activity, have made a substantial contribution to the sector’s economic flows, as well as to human activities across the entire supply chain;
identification and continuity in the management of equines at the end of their sporting activity, within a single European cross-border traceability system covering the entire life cycle;
a common European framework aimed at reducing fragmentation between Member States and ensuring regulatory consistency.
Equine athletes must be protected as sentient beings and not treated as mere instruments, ensuring for each equine an identifiable, traceable and verifiable placement throughout the entire life cycle, up to end of life.
A structured system of this kind represents a key element of a model based on responsibility and continuity, contributing to more conscious and sustainable management over time, while guiding future generations towards consistent behaviour towards equine athletes, regarded as partners rather than instruments used to achieve objectives.
