Negli ultimi mesi si parla sempre più di tutela degli equini e del loro fine carriera. Questo è un segnale importante: significa che il problema esiste ed è finalmente visibile.
Ma per gli equini il tempo non è un concetto astratto.
È adesso.
E mentre le proposte si susseguono e le decisioni vengono rimandate, molti di loro arrivano alla fine della carriera senza una reale prospettiva.
Oggi manca un elemento fondamentale: un sistema.
In assenza di un registro europeo unico, si perde il controllo sul percorso degli equini tra diversi Stati membri, compromettendo concretamente gli obiettivi di benessere animale e la gestione del post-carriera.
Senza un collegamento reale tra i fondi e il territorio, il post-carriera rischia di diventare solo mantenimento, non una nuova possibilità di vita.
E quando la gestione viene affidata a interventi emergenziali, si perde di vista la differenza tra soccorrere e costruire.
Gli equini non sono un’emergenza.
Sono una responsabilità.
Durante la loro carriera generano valore, ma quando questa termina spesso ci si occupa di loro solo quando diventano un problema, subiscono maltrattamenti o restano senza un proprietario.
Si attivano così percorsi di adozione che, non essendo sostenuti da un sistema strutturato, portano spesso a nuovi abbandoni: gli equini passano da un proprietario all’altro, tornando nei rifugi, che a loro volta cercano nuove soluzioni temporanee.
Il continuo passaggio da un contesto all’altro non è neutro: per un equino significa perdere stabilità, dover ricostruire continuamente relazioni e adattarsi a nuovi ambienti, con un impatto diretto sul suo benessere.
Dopo anni di discussioni e più legislature, il problema è ancora aperto.
Ma gli equini non possono continuare ad aspettare.
Serve un cambiamento reale.
Serve passare dalle intenzioni ai sistemi.
Esistono già esperienze che dimostrano che un’altra strada è possibile: una strada in cui gli equini possano vivere, non semplicemente essere mantenuti.
Il futuro degli equini non può essere costruito solo con norme o fondi, ma con una visione che tenga insieme benessere animale, territorio, responsabilità, sviluppo rurale e valorizzazione culturale.
In questa prospettiva di tutela, chiediamo al Parlamento europeo di rafforzare e rendere pienamente operativo l’articolo 13 del Trattato sul funzionamento dell’Unione europea, affinché il riconoscimento degli animali come esseri senzienti si traduca in strumenti concreti e sistemi applicativi efficaci.
Grazie a chi sceglie di firmare e a chi crede che l’equino atleta possa essere tutelato attraverso un sistema reale, strutturato e sostenibile.

In recent months, there has been increasing discussion about the protection of equines and their post-career phase. This is an important signal: it means the issue exists and is finally becoming visible.
But for equines, time is not an abstract concept.
It is now.
While proposals continue and decisions are postponed, many equines reach the end of their careers without any real perspective.
Today, a fundamental element is missing: a system.
In the absence of a unified European register, control over the movement of equines across Member States is lost, concretely undermining animal welfare and post-career management objectives.
Without a real connection between funding and land use, post-career risks becoming mere maintenance, rather than a new opportunity for life.
When management is left to emergency interventions, the difference between rescuing and building is lost.
Equines are not an emergency.
They are a responsibility.
During their careers, equines generate value, but when this ends, they are often only considered when they become a problem, suffer mistreatment, or are left without an owner.
Adoption pathways are then activated, but without a structured system, these often lead to further abandonment: equines move from one owner to another, returning to shelters, which in turn seek new temporary solutions.
Continuous changes of environment are not neutral: for an equine, this means losing stability, constantly rebuilding relationships, and adapting to new conditions, with a direct impact on its well-being.
After years of discussions and multiple legislative terms, the issue remains unresolved.
But equines cannot continue to wait.
Real change is needed.
It is time to move from intentions to systems.
There are already experiences showing that another path is possible: one in which equines can truly live, not simply be maintained.
The future of equines cannot be built only through regulations or funding, but through a vision that brings together animal welfare, land, responsibility, rural development, and cultural value.
In this perspective, we call on the European Parliament to strengthen and make fully operational Article 13 of the Treaty on the Functioning of the European Union, ensuring that the recognition of animals as sentient beings translates into concrete tools and effective systems.
