I want the law to chance on dog on dog attack ..my 11.and half month old shih tzu was attacked on ramsgate beach as a result of this he lost his eye .The owner of the dog told  me his dog was fine as I was  just about to pick Rupert bear up ,in a matter of seconds this dog had locked himself on my dog face ..the owner fell to the floor pulling his dog off ..this man walked off and wouldn't give me his details ..how is this fair..after finding this man pc so was called as there is no criminal offence to the owner on a dog on dog attack..how can this man not be accountable for his dog, something has to change ,our dogs our not possession they are our family members if this had happened to a child how different the out come would have been .my Rupert bear now has to live with one eye and this man is still walking his dog as if nothing had happened.
