Make it law to report a collision with a cat

Make it law to report a collision with a cat
The Issue
At this moment in time it is illegal to collide with a dog, horse, cow, sheep or pig and not report this to the police; why are cats not included in this law?
There are an astonishing 10.8 million pet cats in the UK, which amount to around 26% of all household pets owned in the UK... Cats are an integral part of many families, often becoming the heart and soul; it can be devastating to have your cat run over with no consequences for those committing what should be a crime by driving away.
Those who unfortunately collide with a cat should be able to take responsibility for their actions, no matter if this is caused by reckless driving or purely accidental - this is where our petition comes in.
Over 230,000 cats are run over every year, with many being left for dead due the ill advised actions of the driver, we want to make it law that every RTA involving a feline must be reported to the police. If no report is made and evidence can found against the driver, it should be law that they are held legally accountable for the collision.
Our 7 month old kitten Onyx was sadly ripped from us when he was hit by a car in a residential road; after he hadn't come home for a few hours, we went searching for him when we devastatingly found his body in the road. We want to change the law for those who also have loving bonds with their cats.
Please sign and help us change the law for our feline friends.
