DVSA Bungle Examiner Recruitment and NASP won't release the response
After last weeks DVSA consultation on the ADI regulations, that NASP and the DVSA are keeping secret from ADIs, it now seems that the DVSA don't appear to know the regulations themselves.
Yes the finally after 12 months of prompting, the DVSA have begrudgingly started examiner recruitment to deal with the backlog on a 24 month contract.
Now in the current situation this might be appealing to ADIs, but if your ADI badge has less than a year to run on it, if you applied and were appointed you'd have to requalify as an ADI when you left the job after two years.
This is because of a made up rule by the registrar that if your badge remains valid you can get it back at the end of the appointment, but if it expires in the meantime you can't renew it.
The rule is made up because the DVSA certainly don't want more examiners and certainly don't want the great unwashed ADIs applying and sullying their ranks.
While there is a 12 month grace period from the expiry date this clearly isn't enough for many potential applicants who have to choose between a short term contract and losing future livelihood, with additional expense to requalify.
We are obviously not suggesting that Examiners act as ADIs, but we can see no clear reason why people in that position shouldn't be allowed to pay for a new badge but not receive it until they have left DVSA employment.
We say made up, because there is nothing in any published regulations stating that someone on the ADI register cannot be employed as an examiner.
There is absolutely no reason for this unless the DVSA wants to discriminate against ADIs applying.
It has history with discrimination, it discriminates against BAME candidates (proven in it's own statistics) and it discriminates against BAME staff and female staff (proven in industrial tribunal cases)
NASP (who are currently selling training courses to ADIs who haven't worked for months and are on the breadline, have refused to raise it despite some employment being a small glimmer of hope for ADIs.
The DVSA, who's staff have been at home on full pay, wondering how they will fit in their leave entitlement rolled over from last year, and the management of which even refused to publicise internally the existence of a charity fund where staff could donate to a fund for struggling ADIs and PDIs. (but still found time for some slacktivism in changing their Facebook and twitter logo for the month ) couldn't care less either.
On another note, its now over two months since NASP wrote a sternly worded email to the DVSA outgoing chief executive. The reply has still not been publicised, presumably because it's such an embarrassment that even NASP are frightened to release it.
Those who two months ago rushed to praise NASP for the email might like to ask themselves - Well if NASP is so great where's the reply?
Speculation has continued to mount over the AA/BSM release that lessons would be allowed to return before testing.
This is common sense and something we have raised in prior lockdowns, but it now seems that the DVSA as well as consulting with NASP is secretly consulting with larger driving schools as well!
Never has there been a better time for an independent enquiry into the organisation and its management. The DVSA continues to ignore its duty to consult with the actual paying ADIs on the register, choosing to consult with "yes men" and corporate fat cats who take payments straight out of ADIs pockets with nothing in return.
It is time they were bought to account. please pass the petition on, join the campaign to report NASP to the Advertising Standards Agency and continue to press your MP for an enquiry into the DVSA
