Ban Blinding Headlights! HHS Request for Public Comment on EMF

Dear Supporters,
On September 17, 2026, the U.S. Department of Health and Human Services (HHS) issued a press release, stating that HHS is seeking public comment on electromagnetic fields. (https://www.hhs.gov/press-room/hhs-seeks-public-input-electromagnetic-fields-wireless-radiation.html). This request is mostly about radiofrequency radiation, but the text clearly says that HHS is seeking public input on "electromagnetic field (EMF) emissions and exposure, particularly RF and wireless, and human health. " and then defines RF/EMF exposure as "RF radiation and other forms of non-ionizing electromagnetic (EMF)." Thus, the HHS is not limiting submissions to any particular frequency in the electromagnetic spectrum.
The Soft Lights Foundation will be submitting a public comment with extensive information about Light Emitting Diode (LED) products, including the 80,000+ signatures and 4,000 plus comments from this petition. This is your opportunity to tell the federal government about the health and safety impacts of LED vehicle headlamps and other electronic products that emit electromagnetic radiation. LED headlamps are an electronic product, and the radiation they emit is covered under 21 C.F.R. Subchapter J.
- Each person or organization should submit only one response.
- Reference the RFI's question numbers in your comment.
- Identify what your response is based on — peer-reviewed research, government reports, clinical observation, or personal experience — and include citations and links where you have them.
- All comments become public. HHS asks respondents not to submit personally identifiable information or personal health information. Share only what you are willing to have published under your name, or submit anonymously.
The public comment period is not scheduled to open until September 21, 2026. (https://www.federalregister.gov/d/2026-19252). I will post again when the federal register has opened for public comments.
Sincerely,
Mark Baker
