For some of us Special Federal Voters (US citizens and registered voters living outside the USA) postage costs to the US are prohibitively high. The high cost of postage discourages democratic participation from abroad. Other countries either pre-pay postage or reimburse their citizens living abroad when casting ballots. The USA should do the same. In each country the US should provide a postage paid envelope to the US Consulate or Consular Section of the US Embassy responsible for the area. From the Consulate, the ballots can be mailed for free by diplomatic pouch to the corresponding local boards of elections. They already do this for those fortunate enough to live nearby and drop off their ballots in person. Postage paid envelopes are a small price for democracy.
