

Following are statements made to retirees about Medicare rates in a meeting in Chattanooga during Fall 2016. The following are verbatim quotes. Are they misleading? Read and judge for yourself.
“And then the other thing that I want to share with you is that all premiums have to register their premium… all carriers have to register their premiums with CMS - there is no ability for an agent, either OneExchange or a local agent, to up-charge or discount - they're all set prices by CMS. That's why Medicare world is so stable.
"OK, so for the exact same plans – so, all plans have IDs you can request. What's the ID of the plan? I am making this up -right? XYZ 147 is the same premium anywhere you go to get it. By law, it is illegal to up charge or discount a registered premium at CMS. So OneExchange is not going to up charge you for that premium."
"So why not go with us - especially since we're going to be your healthcare advocate going forward and we're going to be objective and unbiased. That’s what I would submit to you.”
“How do OneExchange plans compare with those available on the Medicare web site specifically for the Chattanooga area? So, once again, if we represent a plan, the premium that we would tell you is exactly the same for the exact same plan ID. You are not allowed to up-charge or discount. A local agent is not allowed to up-charge or discount - by law - CMS regulated.”
