PM recognises the problem, but misses the solution

The guardian reported today that Prime Minister Theresa May considers that using a mobile phone while driving to be as bad as drink-driving. Good for her, the trouble is that her solution is to increase penalties. While this may send the right message, it will fall on deaf ears because penalties only occur following detection, and unless she proposes to increase the number of police officers dramatically, which she doesn't, the chances of being detected using a phone while driving remains miserably low. Drink riving has become socially unacceptable, not just because of high penalties, but because serious efforts have been made to publicise its negative effects. Please share as widely as possible the Change.org petition which you have signed to put pressure on the government to start a high profile campaign to raise awareness of the dangers of using a phone while driving. This menace needs to be as socially unacceptable as drink-driving, or not using a seat belt.
