How are Telecom Service Providers openly violating rules set up by TRAI?

Did you know as per TRAI guidelines defined in Time Limit For Resolution Document on Telecom Consumer Complaints Monitoring System (http://www.tccms.gov.in/):
a) Tier1: Customer Care Appeal :"....Complaints pertaining to fault repair, service disruption and disconnection of service have to be attended within a maximum period of 3 days......" !!!
So how many days does your Service Provider take ?
b) Tier2: Escalation to Appellate Authority: "...Appeal may be submitted with Appellate Authority through e-mail or facsimile or post or in person, without paying any fee. Appellate Authority shall register the appeal and ACKNOWLEDGE the appeal with a unique appeal number...."
But most of us are not even aware about the TIER2 process?
Your customer care executive will never tell you this!
As far as RCOM is concerned, neither the customer care (customercare@relianceada.com) nor the the RCOM Appellate Authority have responded to emails!
Twice I asked RCOM executives to send me a written response,
for my complaint, but they ignored!
So how do we change the above scenario?
