The Issue

Hey neighbors,

Ever since the CloudKitchens / Adeline Food Hall opened around 2021–2022, traffic in our neighborhood has gotten out of hand. What started as concerns about extra cars turned into daily gridlock, double-parking, and drivers speeding through 54th & Lowell.

Why This Is a Hazard

 Distracted Drivers & Bad Parking: Delivery drivers loiter waiting for orders, then rush off while checking their phones. On top of that, constant double-parking in bike lanes and illegal parking in red zones near the curb create severe blind spots for other drivers, pedestrians, and cyclists trying to navigate the intersection.

 Daily Commuter Nightmare: I don’t live on 54th, but I ride my bike across 54th & Lowell every day for work. A few of my neighbors who I talk with actively avoid taking that area altogether—even resorting to risky detours like 55th & Adeline—just to skip the chaotic traffic.

 School & Park Safety: OUSD’s Special Education Adult Program is right across the street, and there’s a local park nearby. Students, staff, kids, and pedestrians cross here daily and shouldn't have to dodge fast, distracted drivers.

 MORE Traffic Is Coming Soon: With the new hospital facility coming to Emeryville at 53rd St. and Horton St.—less than a mile away—traffic in our immediate area is only going to increase. Getting a traffic circle installed before the hospital opens will help us get traffic control measures in place ahead of time, rather than reacting after congestion worsens.

Why a Traffic Circle?

A traffic circle at 54th & Lowell forces drivers to physically slow down and pay attention from all four directions. It's a simple, proven fix that clears up sightlines and makes crosswalks safer for pedestrians, cyclists, and neighbors pulling out of driveways.

Finding Common Ground

Look, even if you’re not totally sold on a traffic circle design, the current situation isn't working for anyone. Signing this petition signals to the City of Oakland that our neighborhood needs traffic control measures here now.
