Dear all,

The “All human” petition has been updated. Here are the main developments:

LEGAL DEFEAT

March 19, 2025 :

  • Europe rejected the Collective Complaint concerning access to water and chlordecone contamination in the French Caribbean, thereby validating this discrimination while calling on France to end it: press release
  • Europe also excluded the “Overseas Territories” from its report on the cost-of-living crisis and presented France as an example of good practice.

OUTCRY AND POLITICAL RESPONSE

  • On March 19, April 8 and 9, in reaction to these decisions, Members of Parliament Élie Califer (Guadeloupe), Audrey Bélim (Réunion) and Marcellin Nadeau (Martinique) publicly questioned the Government.
  • In response, the Government committed three times to making the Declaration of Extension before the end of April.
  • On April 11, during an official visit to the Élysée Palace and the Quai d’Orsay, the Secretary General of the Council of Europe announced with the French Minister for Foreign Affairs that they were “studying the modalities.”
  • In practice, a single sentence would suffice — written since 1989, but never ratified

SINCE THEN

  • As of November 2025, the Government has still not acted.
  • Numerous actors in Paris, Strasbourg, Brussels and Geneva continue to follow the issue and call on France to fulfill its commitments.
  • In June and October 2025, the French National Bar Council and the National Council for Child Protection each adopted motions urging the Government to honor its promise.
  • In October 2025, the French Ambassador to the Council of Europe expressed support and hoped that the necessary steps would be taken before the Ministerial Conference in Chișinău (March 2026): link
