Toronto City Council MUST Reinstate Prohibition of After Hours Garbage Pickups Noise
The Issue
Reinstate City Noise Bylaw Municipal Code § 591-2.4. Loading and Unloading.
We the residents and taxpayers of the City of Toronto strongly against garbage companies coming in the middle of the night and make LOUD NOISES when picking up, emptying, dropping garbage bins and compressing garbage into trucks. These loud noises disturb the sleep of those living in residential apartments, condominium buildings and houses. This has become a Major Public Health issue.
Studies have shown that there are direct links between bad night sleep and health problems that include: stress related illnesses, high blood pressure, negative impact on brain, metabolic and immune health. Also lost productivity and increasing overall health care cost for all taxpayers.
We request Toronto City Council REINSTATE the City Bylaw Municipal Code Chapter § 591-2.4. Loading and Unloading that prohibits private garbage pickups in commercial residential zoning areas between 11 p.m. to 7 a.m. the next day.
"No person shall emit or cause or permit the emission of sound resulting from loading, unloading, delivering, packing, unpacking, and otherwise handling any containers, products or materials from 11 p.m. to 7 a.m. the next day, except until 9 a.m. on Saturdays, Sundays and statutory holidays."
This bylaw was in effect for decades in a City of Toronto and was arbitrarily changed by City Council about 2 years ago. Reinstated bylaw will again authorize bylaw municipal officers to stop these actions.
