The Issue

On the morning of October 5, 2026, tragedy struck Central Park when a cyclist, a 71-year-old man, lost his life in a tragic accident involving an unleashed dog. The incident occurred around 8:18 AM, as the cyclist was traveling northbound on East Drive near East 84th Street, close to the iconic Metropolitan Museum of Art. A Golden Retriever, without a leash, suddenly darted onto the roadway, leading to a devastating collision. The impact threw the cyclist over his handlebars, causing him to suffer severe trauma to his head and body, ultimately resulting in his untimely death.

This heartbreaking incident underscores a serious and growing concern within Central Park. Currently, park policies allow dogs to roam off-leash during designated hours—from 6:00 AM to 9:00 AM and from 9:00 PM to 1:00 AM. However, these policies, once intended to benefit dog owners, are increasingly creating safety hazards for wildlife, runners, cyclists, children, and other park visitors. Additionally, the lack of strict enforcement during these hours often leads to unleashed dogs being present even during restricted times, further compromising the safety and accessibility of New York City's beloved flagship park.

Central Park attracts millions of visitors each year, all of whom deserve a safe and harmonious environment to enjoy its beauty and recreation opportunities. We are calling for a comprehensive review and revision of the off-leash dog policies to prevent future tragedies and ensure the safety of all park-goers.

**Limit Off-leash Areas** Restrict off-leash hours to specific enclosed areas within the park where they do not interfere with other activities.

**Limit of Eliminate Off Leash Hours**

By taking these measures, we aim to create a cohesive environment that serves the needs of both the human and animal visitors of Central Park. We urge the administration of Central Park and relevant city authorities to take immediate steps to address this issue before another preventable accident occurs.
