This petition calls on lawmakers, judicial authorities and advocacy groups to introduce clear and balanced safeguards that protect against the misuse of sexual assault allegations - particularly when such claims may be driven by regret, emotional fallout or personal grievances.

These safeguards are essential to maintaining public trust, preserving due process and ensuring that justice remains both survivor-centred and procedurally fair.

Why Safeguards Are Necessary:

- Lack of Corroboration in Long-Delayed Cases

• In many civil cases, accusations may arise years after the alleged event, without physical evidence or independent witnesses. This presents real challenges for individuals defending themselves against serious allegations from the distant past.

- Difficulty Mounting a Defense After Time Has Passed

• As memories fade and records disappear, defendants may struggle to present a full and fair defense. Safeguards should account for this imbalance, ensuring that late-reported cases meet a minimum evidentiary threshold before moving forward.

- Emotional Narratives Can Dominate Civil Proceedings

• Reasonable limits on how long after an incident a civil suit can be filed without compelling justification
• Equal access to legal, psychological, and reputational support for individuals defending against serious allegations
• Legal remedies or penalties where proven false or malicious claims are made
   

Why This Matters:
In a recent civil case, a claimant pursued legal action years after an incident that was not pursued criminally despite a thorough investigation by the Singapore Police Force and the Attorney-General’s Chambers.

While every claimant deserves to be heard, this case underscores the importance of ensuring that civil processes are not misused and that defendants’ rights are equally protected - especially in the absence of timely reports or supporting evidence.
