The Issue

Abdul Ali Mazari, the leader of the Islamic Wahdat Party, is one of the criminals and main instigators of the Hazara People and Kabul wars in the 1980s and 1990s in Hazara and Kabul.

Abdul Ali Mazari is accused of being responsible, under the command of Seyyed Mehdi Hashemi, the head of the Revolutionary Guards' Corps units in Iran at the time, for the serial killings of influential figures, educated personalities, and prominent faces of Afghanistan such as Abdul Hussein Agheli, Eftakhari Sorkh, Mosavi Sefid, etc., due to their opposition to Mehdi Hashemi in Iran, and still, by the order of Mehdi Hashemi, has been the main factor in the destruction of the People's Revolutionary Council Party in the 10-year wars in central Afghanistan, known as Hazarajat. With the support of the Revolutionary Guards of the Islamic Revolution of Iran, Mazari formed the Council of Accord as reactionary organizations and American-backed, entered into war against it with Iranian-provided arms, and imposed ten years of civil war on the Hazaras in the 1980s. According to Abdul Ali Mazari's own account in his memoirs, during the ten years of civil wars, he killed more than 45,000 innocent people and committed over 110,000 cases of war crimes. This is while, according to documents in Mohammad Akbar Khan Narges's memoirs, during the ten years of civil wars, more than 52,000 people were killed by Mazari with the Council of Accord and other groups.

In addition to the above, Abdul Ali Mazari is accused of various tortures of prisoners, extrajudicial executions, rape, and violations of international humanitarian law during the war.

Abdul Ali Mazari, as the leader of the Islamic Wahdat Party in the 1990s, with the cooperation of Gulbuddin Hekmatyar, carried out about 30 wars in a short period of 32 months in western Kabul. In addition to killing prisoners without a fair trial, sexual assault and violence against girls and women, underage conscription for sexual exploitation, sexual assault on captives, destruction of Kabul, looting of Kabul citizens' properties, thousands of Kabul citizens were killed, and the same incidents also occurred in some other provinces by Mazari's soldiers.

Therefore, the survivors' and people of Afghanistan's request to the International Court of Justice is to convict Abdul Ali Mazari for his crimes committed in the 1980s and 1990s, as well as to declare the trial and glorification of Abdul Ali Mazari's supporters and accomplices, many of whom currently live in European countries and annually celebrate Mazari's death, prohibited in countries upholding human rights. Furthermore, the dissemination of any images and glorification of Mazari on social networks and the internet should be restricted.
