The Issue

Just watch this video (http://www.prochan.com/view?p=e6f_1417122879) and ask yourself 'Are you going to let her get away with kicking this helpless dog until he's dying?'

We need to find out who she is and arrest her for uploading this sick video of her mistreating this dog on the internet. According to the comment section, she's from the Philippines.. and i urge any animal rights supporter to find her and bring her to the police.

We as human beings are the voice for the voiceless animals, and we'll voice out against abusers like her

Responded
I am responding in behalf of PAWS. The video that circulated was apparently an old video from 2011. The investigation of People for the Ethical Treatment of Animals (PETA) on the crush videos in 2011 led to the arrest of the people behind this cruel act. The couple behind the crush videos have been in jail since August 2012. PETA filed a criminal case against them and they have been found guilty and sentenced to life imprisonment. When these videos were rehashed last year (2014), we were in touch with the PETA office as soon as the reports started coming, and they too were receiving several reports on the video and they were trying to locate the source of the post. PETA confirmed that the video was an old video from 2-4 years ago and it may have just resurfaced in Social Media networks. You may contact PETA ASIA PACIFIC directly for specific details on the case. As Mr. Yuan has posted already, this case is already closed. Mr. Yuan, you have included the email of PAWS in this petition without any authority or permission and you have reacted without getting facts. You did not contact PAWS directly to ask if we were aware of the said video or if we had any knowledge about this case. The PAWS inbox is getting full with notices from your petition on Change.org and is prohibiting us from responding to other urgent reports. If you had just asked PAWS - you would have gotten a clear response. This petition was not the way to get PAWS' attention. As such, all incoming email from the domain change.org shall be blocked. Just to manage expectations and enlighten the public also on what PAWS is -- PAWS is not a government agency. PAWS is an NGO (non-government organization), therefore not the proper agency to request an investigation from. PAWS is not empowered to conduct investigations into alleged crimes or violations of the law. In addition, PAWS is not granted any authority by the government to make arrests or to confiscate abused pets. The government agencies with the power to do so are the LGU (local government unit such as the barangay office) or the police or the NBI. The agency actually in-charge of implementing the Animal Welfare Act and investigating in the Philippines is the Bureau of Animal Industry - Animal Welfare Division (BAI-AWD). By petitioning an undermanned NGO like PAWS who has limited resources and no funding or support from the government to "act" or investigate, you have placed further constraints on our resources. If you are going to petition anything, may we suggest petitioning for donations and funding from the government so PAWS can continue operations. Often, many hear the name of PAWS in relation to animal cruelty, abuse and neglect - this is because PAWS helps file cases with the help of willing witnesses who execute affidavits. Thank you.
