PUBLIC APPEAL TO THE GOVERNMENT OF TAMIL NADU
The Nilgiris Needs a Time-Bound Action Plan for Underground Electricity Cabling — Not Another Monsoon of Power Disruptions!
Year after year, the Nilgiris faces recurring electricity disruptions during the monsoons due to heavy rainfall, strong winds, falling trees, landslides and the challenges of maintaining overhead power lines across our mountainous terrain.
These disruptions are not merely an inconvenience. They affect hospitals, industries, tea factories, businesses, tourism establishments, educational institutions and thousands of households. They result in lost productivity, economic losses, interrupted essential services and hardship for residents.
How many more monsoons must the Nilgiris endure before we invest in a permanent solution?
I urge the Government of Tamil Nadu, the Energy Department, TNPDCL and the Nilgiris District Administration to take decisive steps towards progressively converting the district’s overhead electricity distribution network into an underground (UG) cable system, wherever technically and environmentally feasible.
MY APPEAL — FIVE CONCRETE ACTIONS
1. Announce a District-Wide Underground Cabling Policy
Recognise the Nilgiris as a special hill district requiring climate-resilient electricity infrastructure, with underground cabling as a long-term objective.
2. Commission a Technical Feasibility Study Within 90 Days
Identify vulnerable power feeders, assess geological and landslide risks, estimate project costs and establish a practical implementation strategy.
3. Prioritise Critical and Economically Important Areas
Begin with hospitals, essential public services, industrial estates, tea factories, major commercial centres and feeders experiencing repeated weather-related failures. Ooty, Coonoor, Kotagiri, Gudalur and surrounding areas must be included in the phased plan.
4. Allocate Dedicated Funding and Announce a Phased Implementation Timeline
Provide a specific budgetary allocation, explore available state and central infrastructure funding, and publish a transparent roadmap with annual targets and clear accountability.
5. Establish a District-Level Monitoring Committee
Bring together TNPDCL officials, district authorities, technical experts, industry representatives and local stakeholders to monitor implementation, review progress and ensure timely completion.
THIS IS AN INVESTMENT, NOT AN EXPENDITURE
The government must evaluate underground cabling not merely on the basis of its initial installation cost, but against the cumulative economic losses, repeated restoration expenses, disruption to essential services and productivity losses caused by unreliable electricity.
Underground cabling will require careful engineering, particularly in landslide-prone areas. However, with appropriate geological assessments, drainage protection, suitable cable routing and modern fault-detection systems, a more resilient distribution network can be developed.
THE TIME FOR ACTION IS NOW
I call upon the Hon’ble Chief Minister of Tamil Nadu, the Minister for Electricity, the Nilgiris District Administration and the leadership of TNPDCL to initiate this process without further delay.
As an immediate first step, I appeal to the government to convene a district-level consultation with electricity officials, engineers, industry associations, local bodies and public representatives within the next 30 days.
The outcome should be a publicly announced feasibility-study programme, followed by a funded, time-bound implementation roadmap.
We cannot continue treating predictable monsoon-related power disruptions as unavoidable annual emergencies.
The Nilgiris needs infrastructure planned for the next 30–50 years, not temporary solutions that last only until the next spell of severe weather.
Our demand is clear:
A district-wide underground cabling roadmap. Dedicated funding. Defined timelines. Public accountability.
The Nilgiris deserves reliable power throughout the year — not just when the weather permits.
