On April 6th, a delegation of Vietnamese and Japanese residents and citizens was given an audience at City Hall by Mr Hagiwara, mayor of Mimasaka. The delegation included representatives of the Vietnamese Association in Japan, the Federation of Vietnamese Refugees of the Federal Republic of Germany, the Vietnamese Association of Canada and the New Viet Revolutionary Party. They presented to the Mayor petitions with the list of over 7,000 signatories from 36 countries and territories in 5 continents, asking the government of the city of Mimasaka to rescind its decision to install a statue of Ho Chi Minh in the Space “Vietnam-Ho Chi Minh” at the Arts and Cultural Center of the museum of Mimasaka. Mr Hagiwara graciously received the petition but did not assent to the request, stating that the public opinion regarding Ho Chi Minh is divided, and that his acceptance of the statue was dictated by his desire to strengthen the friendship with the people of Vietnam. Before the audience with the mayor, the Vietnamese-Japanese delegation had also met with certain members of the City Council of Mimasaka and asked for their support for the petition. We respect and applaud the desire of the Mayor to strengthen the bond of friendship between the people of Japan and Vietnam. However, to accomplish this laudable goal, the Mayor does not have to install the statue of a controversial figure such as Ho Chi Minh, who is despised by his own people for the horrible results of his policies, such as his “Land reform” program in the 1950s in North Vietnam, when tens of thousands of wrongly accused “landlords” were summarily charged, condemned and executed, and for his decision in the 1960s to initiate the “Vietnam War”, which caused 3-4 million casualties and the exodus of hundreds of thousands of “boat people” who fled at the Communist invasion of South Vietnam. The City of Mimasaka and the government of Vietnam will do well to replace the statue of Ho Chi Minh by a statue of Tran Hung Dao or Nguyen Trai, whose historical accomplishments are well known and who are venerated by the people of Vietnam. 0O0 Ngày 6 tháng 4 vừa qua, môt phái đoàn người Việt và Nhật được Ô. Hagiwara, thị trưởng Mimasaka tiếp kiến tại tòa thị sảnh. Phái đoàn gốm có các đại diện Hiệp Hội Người Việt Tại Nhật, Liên Hội Người Việt Tỵ Nạn tại Cộng Hòa Liên Bang Đức, Liên Hội Người Việt Tại Canada và cở sơ Đảng Việt Tân tại Nhật. Phái đoàn trao tận tay cho ông thị trưởng những bản thỉnh nguyện thư và danh sách trên 7.000 người đã ký tên, từ 36 quốc gia và điạ phận trên 5 lục địa, xin giới thẩm quyền thành phố bãi bỏ việc trưng tượng Hồ Chí Minh và Không gian “Việt Nam-Hồ Chí Minh” trong bảo tàng viện. Ô. Hagiwara đã tiếp nhận thỉnh nguyện thư, nhưng không đáp ứng yêu cầu trong thỉnh nguyện cơ, và cho rằng dư luận về Hồ Chí Minh có hai chiều tốt-xâu và cho biết lý do khiến ông nhận đặt bức tưởng là ý muốn thắt chặt tình hữu nghĩ Việt-Nhật. Trước khi vào yết kiến ông thị trưởng, phải đoàn đã đến gặp một số nghị viên Hội đồng Thành phố Mimasaka để xin ủng hộ lời thỉnh nguyện. Chúng tôi hoan nghênh ông Thị trưởng có ý muốn thắt chặt tình hữu nghị giữa nhân dân Nhật Bản và Việt Nam, nhưng ông Thị trưởng không phải tiếp nhận trưng bày tượng một nhân vật đã bị chính nhân dân Việt Nam oán ghét vì những hậu quả tai hại do những chánh sách sai lầm gây nên, như chương trình “Cải Cách Ruộng Đất” trong thập niên 1950, khiến cho hàng chục ngàn người được gán cho từ “địa chủ” bị kết án tử hình, và trong thập niên 1960, quyết định khơi động cuộc “chiến tranh Việt Nam”, khiến cho 3 đến 4 triệu người bị thương vong, và hàng trăm ngàn người phải vượt biên vì không thể sống dưới chế đô cai trị Cộng Sản. Ông Thị trưởng Mimasaka và nhà cầm quyền Việt Nam sẽ làm đúng với ý nghĩa nâng cao tình hữu nghị giữa hai dân tộc Nhật Bản và Việt Ban khi thay thế tượng Hồ Chí Minh bằng một bức tượng của Trần Hưng Đạo hay Nguyễn Trải, những anh hùng mà công trình trong lịch sử đã được thế giới ghi nhận và được toàn thể nhân dân Việt Nam tôn kính.
