The Issue

WHEREAS our government has proven it can fund and maintain multi-million dollar prison complexes, proving this is a matter of priorities, not resources; and

WHEREAS Laramie County is in a severe housing crisis with rents unbearable for working families, fixed-income seniors, and veterans;

THEREFORE, we demand the Laramie County Commission fund and establish a Housing First program as a Public Trust to end homelessness in Laramie County.

Core Principles:

1. Community Governed, Not Politician Run: Funded by County/State, managed by an independent Civilian Oversight Board.

2. Dignified Permanent Homes: Private, safe, permanent homes — not cots — in a location with natural beauty that supports well-being.

3. Safe & Functional: All utilities covered, extremely well-lit, surveillance for safety, trash/recycling, laundry, and parking.

4. Tenants, Not Inmates: No curfews, no mandatory programs, no random UAs/BAs. Residents have the same rights as any renter.

5. Families & Pets Stay Together: No one chooses between their animal and a home.

6. Smart Investment: Housing stability drastically cuts costs for ERs, EMS, and law enforcement.
