As below, floods are State matter, so I am redirecting this petition again to Chief Minister of Tamil Nadu.

The gist of the reply is as below.

Reference is invited to the above subjected grievance petitions
regarding the above mentioned subject. The matter has been examined and view of this office are as under.
As per Constitutional provisions, the subject of flood management
falls within the purview of the States. The flood management schemes are investigated, planned and implemented by the State Governments
with own resources as per priority within the State. The Union
Government only renders assistance to States which is technical, advisory, catalytic, financial and promotional in nature.
As the subject of Flood Management falls within the purview of the
File No.L-11074/18/2019-FM-I-Part(14) States, it is requested to take up the matter with the respective State Govt., to implement the flood management projects.
