Virginia Board of Medicine Breaking the law?

I have had patients contact me from around the state saying regulations just hit clinics and doctors. They are no longer allowed to get subutex take homes, and people with an allergy can no longer get a prescription either. I have did all the research I can come up with, but it says the Governor hasn't signed HB 2163. I urge all signers to call the Virginia Governor and tell him the Medical board is going above his head with HB 2167 which looks to add restrictions but it states no where in that bill the language HB 2163. They are already effecting patients lives. Patients are already being told they cannot have their take homes, and for the Board of Medicine to enact regulations that haven't even been signed into law yet has to be misconduct on the federal level. There is no news anywhere of him signing it, or vetoing it. If he hasn't signed this bill the Virginia Board Of Medicine just committed gross misconduct and a crime that is going to hurt thousands.
