The shift to vouchers may diminish the quality of life of these 2 million people who utilize these payments to accommodate their personal needs, ranging from transportation to special care services. We firmly believe in the principle of individual freedom and choice for all, especially those living with disabilities. The proposed shift to voucher payments undermines this fundamental principle.
