The Issue
First and foremost, this is NOT an attempt to illegalize or otherwise adversely effect the truly homeless community. By default, if this works, it will cause the scammers to go away and the real homeless can rise to the top and be enabled to get the proper help they need much easier.
With the growing problem of Beggers in society now days, it has become possibly a multi-billion dollar national industry that is being taken over by people who are;
- Not homeless
Do have a car, phone and other amenities (often brand new cars)
Refuse to work a regular job due to the high, TAX FREE profits of Begging - Taking advantage of the good nature of citizens by taking their handouts that could have gone to real homeless people or to charities to help real homeless people.
- Drug addicts and alcoholics who are only looking to money to support their addictions
- Scammers. Those who go around and approaching citizens in their place of work, business, dining etc. with their story of hard times and need money for whatever their story may be, but in reality, these have done this for years, some have even been on the news.
