Follow up from the Bell account rep I met with the other day, the definition of "there's good news and there's bad news":

"I have checked with the network team regarding the coverage improvements in the East of Kingston and I have received this answer:

We are working on placing a new mini tower on 268 Main St, Kingston, ON K7K 6W4 just at the intersection of Hwy 15 and Hwy 2, pending funding approval."

So on the one hand they are setting up a new tower. On the other hand, it's not particularly close to Greenwood Park (the roof of St. Mark's Church apparently), it's "mini", and it hasn't been funded yet. So time will tell if this helps.

Then I asked for an update from our Telus rep and got this:

"I took a look at Bell's Project Build list which was sent out yesterday.

The latest update has this site scheduled to go on air Sept 30."

I assume this is referring to the same mini tower, but suggests that not only has it been funded, it's going to be activated tomorrow.
