As a Fairmont Elementary School parent, I am deeply concerned about West Contra Costa Unified School District's (WCCUSD) proposed plan to strip our school of its Title 1 status and cut $69,000 in Title 1 funds from our site budget. Under this plan, Fairmont students will lose access to essential services including teacher intervention and tutoring, counseling, online licenses to meet students’ unique needs, and supervision during lunch and recess. Teachers will lose funding for basics like classroom materials and supplies and professional development. 

$83,000 in total budget cuts for Fairmont next year

The District plans to cut an additional $14,000 from Fairmont’s site budget, reducing our budget from $126,000 in 2023-2024 to $42,000 in 2024-2025. That's a 66% budget cut on top of staff layoffs!  

While we appreciate the need for fiscal responsibility, the District should not balance its budget by taking essential Title 1-funded resources from the Fairmont students who need them most. Our student body’s needs have not changed this year: we have the same percentage of students who qualify for free and reduced price meals as last year and over 30% of our students are English learners. As the second largest elementary school in WCCUSD, we have even more students with low incomes than 14 other schools in the District that will retain their Title 1 status. 

Fairmont has a proven track record of using Title 1 funds to support academic development in our students and to close the achievement gap. Our school has some of the highest student growth scores in the district. 

  • Title 1 funds are used to support the most basic supplies needed to learn and grow: paper, pencils, crayons, and toilet paper, but also the Accelerated Reader app that is a cornerstone of our literacy program.
  • Title 1 funds have allowed us to open the field during recess and not rely on parent volunteers to ensure students are safe during recess.
  • Title 1 funds support our dedicated teachers to work outside of school hours with English learner students and those with the highest needs. When a student needs extra help, the afterschool programs make a huge difference in their success.

Loss of these resources will threaten Fairmont student safety, well-being, and academic success. We will have fewer resources to help our students catch up. 

By signing this petition, we, the undersigned Fairmont parents, students, teachers, and supporters call on Superintendent Hurst and WCCUSD School Board members Smith-Folds, Christian, Phillips, Gonzalez Hoy, and Reckler to restore Fairmont Elementary School’s Title 1 status and funding for the 2024-2025 school year.
