The Issue

For years, Baltimoreans have been struggling with increases on their utility bills. In 2023, Baltimore Gas and Electric asked the Maryland Public Service Commission to approve a multi-year rate plan that would allow them to spread more than $400 million of rate increases across 2024, 2025 and 2026.

As those rate increases have phased in, BGE has raked in massive profits, telling their shareholders that multi-year rate plans like these are key to growing their revenue year over year.

In January 2025, the latest round of BGE rate increases started hitting Baltimore ratepayers, adding hundreds and, in some cases, thousands of dollars to monthly bills overnight. For the last three months, the Baltimore City Council has heard from residents forced into impossible situations to drive more profit for the utility.

Young families struggling to make ends meet who were forced to choose between groceries and their gas bill. Senior citizens who told us they were forced to choose between oxygen and electricity. Small businesses forced to choose between a utility bill they can’t afford and investing in their workforce.

These rate increases aren’t just unsustainable, they’re simply unaffordable for working families across our City. BGE executives have said they rely on multi-year rate making to provide more transparency and predictability for consumers. At the same time, those same executives are telling us that rates will go up again this summer, but they can’t tell us by how much.

We need to take action to hold BGE accountable and protect Baltimoreans from another round of rate increases they can’t afford. While the increases for 2024 and 2025 have already taken effect, the Public Service Commission can invoke an off-ramp provision to end the multi-year rate plan and cancel the rate increase for 2026.

A massive corporation operating a monopoly shouldn't be able to demand massive profits at the expense of Baltimore's residents and ratepayers. That's why we're asking you to sign this petition to tell BGE and the PSC that we need rate relief now. We're calling on the PSC to end the multi-year rate plan and for BGE to deliver real relief to our residents.
