On Thursday, June 03, 2021 Mrs. Shilpa Nag, a 2014-batch IAS officer, who had been Mysore/Mysuru City Corporation (MCC) commissioner since February 2021, had announced her sudden / abrupt resignation during the Covid second wave by engaging herself in a televised drama / nataka / nautanki in front of the Godimedia (Lapdog Media) by alleging that Mrs. Rohini Sindhuri was constantly calling her seniors and complaining that no work was being done in areas under MCC (Mysuru City Corporation) limits.
The malicious, arrogant, sadistic and scripted words / phrases / sentences / remarks that Mrs. Shilpa Nag used in her televised drama / nataka / nautanki in front of the Godimedia (Lapdog Media) to make direct / indirect / explicit / implicit / covert / overt personal attacks against her Senior IAS Officer Mrs. Rohini Sindhuri by discriminating against her on the basis of her mother tongue (Telugu language), non-Kannadiga (Telugu) origins, Dasari caste and Telugu / Andhra Pradesh (AP) nativity incontrovertibly proves beyond all reasonable doubts that she (Mrs. Shilpa Nag) had the fullest politician patronage / support of the various political parties.

On the late night of Saturday, June 05, 2021 the Karnataka government has transferred Mysuru Deputy Commissioner Mrs. Rohini Sindhuri and Mysuru City Corporation (MCC) Commissioner Shilpa Nag out of the city following a public spat between them which was unnecessarily / sadistically / maliciously / purposefully / intentionally / deliberately / mischievously instigated / initiated / provoked / started by Mrs. Shilpa Nag herself in the full public view in front of the Godimedia.

Former Deputy Commissioner of Mysore/Mysuru Mrs. Rohini Sindhuri Dasari has alleged that the K.R. Nagar JD(S) MLA Mr. Sa Ra Mahesh's convention hall has been illegally built on a stormwater drain.
01) She’s alleged that the K.R. Nagar JD(S) MLA Mr. Sa Ra Mahesh's convention hall has been illegally built on a stormwater drain in Dattagalli.
02) The former Deputy Commissioner Mrs. Rohini Sindhuri, whose recent transfer out of Mysuru is allegedly perceived to be the handiwork of the land mafia, on Wednesday, June 09, 2021 released circulars of the action initiated by her to revoke certain land transactions that were prima facie in violation of the law.
03) She has alleged that the choultry of the K.R. Nagar JD(S) MLA Mr. S. Ra. Mahesh at Dattagalli has been illegally built on a rajakaluve (stormwater drain) and that was being surveyed too.
04) Her response followed a press conference in Mysuru on Wednesday, June 09, 2021 when Mr. Sa. Ra. Mahesh – who was among the most voluble critics of Ms. Sindhuri and her functioning – had asked why she did not make any efforts to reclaim encroached land during her stint as the Deputy Commissioner.
05) Just before a day of her transfer (that is on Friday, June 04, 2021), Mrs. Rohini Sindhuri Dasari had sought certain documents and records from the Mysuru Urban Development Authority (MUDA). Following the scrutiny of documents, she had ordered cancellation of land conversion approved by the authorities with regard to 1.39 acres of land in Lingambudhi village on the outskirts of the city. She had also directed the MUDA Commissioner to initiate action against officials who were responsible for clearing the land conversion based on false reports.
06) With regard to Survey number 115 which is a government gomal land in Kergalli village spread over 129.22 acres Ms. Rohini Sindhuri Dasari had sought an Action Taken Report (ATR) from the MUDA on a complaint of irregularity and creation of fake records for landownership to claim compensation.
07) She had also directed the MUDA to rescind its earlier orders approving conversion of 2 acres of land near Lingambudhi Lake for commercial purposes. Ms. Sindhuri cited Wetlands (Conservation and Management) Rules 2010 and a National Green Tribunal directive pertaining to wetlands as per which there should be no construction within 75 metres of any wetland. She said that any approval including layout plans in areas coming within 75 metres of any lake should be revoked.
08) She has alleged that these are/were some of the illegal land dealings of Mr. Sa Ra Mahesh and there are/were many more like this. In fact his Sara Choultry Community Hall that is allegedly on a rajakaluve is/was being surveyed too. She's alleged that since the day she joined as Mysuru DC and even now after she has been transferred he has been incessantly making false allegations against her. She's alleged that his whole modus operandi is to threaten and scare officers so that they do not take action on illegality. She's said that she'd paid no heed to any of his empty threats and so even after her transfer he has been making statements against her. She's told since documents were asked, some of them have been shown. She's alleged that prima facie there are irregularities and hence they need to be inquired into and taken to the logical conclusion.

01) Mrs. Rohini Sindhuri after being transferred from Mysuru as Deputy Commissioner spoke to reporters at Government Guest House in Mysuru city on the morning of Monday, June 07, 2021 morning by breaking her silence for the first time (before leaving Mysuru to Bengaluru with a ‘heavy heart’ to take charge as the Commissioner for Hindu Religious and Charitable Endowments).

05) She's told that she did not expect this transfer and she was asked to leave the district at a time when she was doing good work. She's told that whatever that's happened and how it's happened was known to everyone. She's told that it was wrong for any person to think that ‘a mission has been successfully accomplished’ after abruptly / suddenly transferring an IAS Officer. She's told that it was difficult to run a system if these kinds of unfortunate developments take / took place, be it a district or any institution and told that she will/would not react much on the/this issue.
06) Though she refused to elaborate, she spoke about land mafia in Mysuru and the involvement of certain political leaders in land dealings. She told that she was not allowed to work. She told that some people unnecessarily troubled her as she'd tried to clear encroachments of Government lands. She told that as a DC, her prime responsibility is/was to save Government land, Lakes and other public properties. She told that she was doing this work from the day she took over as DC and she got into the wrong books of a few persons/people. She told that she was a victim of conspiracy.
07) She told that in/during the last 08/Eight Months of her very short tenure as Mysore/Mysuru DC she'd tried to clear encroachments of Kergalli Lake and fill clean water into it for rejuvenation. 08) She pitied former MCC Commissioner and fellow IAS Officer whose outburst was the genesis of the/this whole issue that ended in sudden / abrupt transfers. She said that she'd a pity on her (Mrs. Shilpa Nag). She told that it is/was quite/absolutely crystal clear from her (Mrs. Shilpa Nag's) words that she (Mrs. Shilpa Nag) faces insecurity and that she (Mrs. Shilpa Nag) has vented her ire at her (Mrs. Rohini Sindhuri) out of this frustration and insecurity. She's told that that she can/could only say that she feels sad for her (Mrs. Shilpa Nag) and that she cannot say anything beyond this. She told that there is a particular procedure for all IAS Officers and she (Mrs. Rohini Sindhuri) has not violated these procedures.
09) She's told with her voice breaking that she was leading exemplary work in Mysuru’s COVID control. She told that We (Mysore/Mysuru District) are/were Numero Uno in vaccination in the State and that she'd set a target of a COVID-free Mysuru by July 1, 2021. She told that this would've been achieved but now she has to leave Mysore/Mysuru because of her sudden / abrupt transfer.
10) She's said “Thank You Mysuru,” as a word of praise for Mysureans for treating her like a daughter. She told that she'd come to Government Guest House to meet the new DC and she'd explained in detail about the COVID work in both city and district and that she was leaving Mysuru with a heavy heart, as a daughter leaves her parental / mother's home before boarding her vehicle.

07) The key posts in the various task forces for tasks like supervising hospital beds, hospitals and cremation / burial of dead bodies are being allegedly and unilaterally given to the BJP party men without any government notification / order and/or legal sanctity bypassing / by-passing / omitting / not including the Mysore / Mysuru Deputy Commissioner even though she is the district head of the entire Mysore/Mysuru Urban District as well as the Mysore / Mysuru Rural District.

The Spokesperson of the Congress Party Mr. M. Lakshmana's allegations in/at a press conference dated Tuesday, May 25, 2021 in Mysore / Mysuru city have been reproduced below:
01) District Health Officer(DHO) of Mysore / Mysuru Dr. T. Amarnath has issued a written order to close down 16 Covid Care Centres (CCCs) set up in all the three Assembly Constituencies (Narasimharaja, Krishnaraja and Chamaraja) of Mysore / Mysuru based on a verbal order issued by the Deputy Commissioner Mrs Rohini Sindhuri.
02) The DC’s order had allegedly rattled Mysuru-Kodagu BJP MP Mr. Pratap Simha who ‘with his influence and good offices’ had allegedly and illegally / unauthorisedly permitted many of these Covid Care Centres (CCCs) to function / operate by allegedly violating the Government orders and he was allegedly ‘taking percentage from CCCs’.
03) The DC’s order to the DHO to close down these 16 CCCs has caused a rift between the BJP MP Mr. Pratap Simha and the DC and now the BJP MP Mr. Pratap Simha is selectively targeting the DC though she was doing good work.
04) After a meeting of City Advisory Task Force (CATF) on May 19, 2021 the DHO issued orders to close these 16 CCCs following complaints of CCCs not having the proper medical infrastructure and also medical assistance. The DHO, in his report to the DC has/had stated that these Covid Care Centres (CCCs) were not following the Covid-19 protocols issued by the Karnataka State Government.
05) The DHO in his report has also stated that many of the Covid Care Centres (CCCs) do not have doctors as prescribed by the Government and no specialist visits these CCCs. There are no support staff and cleaning personnel. The money for such CCCs is provided by the Karnataka State Government and there has to be some kind / sort of accountability from these CCCs.
06) The DHO in his report has also stated that many of these CCCs lacked medical facilities and some have/had converted the hotels into money-making business activity where one floor is allotted to one hospital and the other floor is allotted to another hospital. All the Standard Operating Procedures (SOPs) were being violated. The Covid guidelines do not allow this and it is/was a clear violation.
07) The Government has permitted CCCs to charge patients ₹8,000/- per day for ordinary CCC, ₹10,000/- per day for three star CCC and ₹12,000/- per day for five star CCC. But the CCC set up at Gokulam Youth Hostel in a Government building that was taken free of cost the patients are/were allegedly charged an exorbitant / astronomical amount of ₹15,000/- to ₹30,000/- per day.
08) The Gokulam Youth Hostel was allegedly handed over to a Private Hospital to allegedly manage it. This illegal authorisation was allegedly given by the BJP MP Mr. Pratap Simha in his capacity as the Chairman of the Task Force to ensure oxygen supplies and Remdesivir injections. No government official has authorised the BJP MP to allegedly and illegally accord / give / sanction permission for the Private Hospital to manage the CCC at the Gokulam Youth Hostel. Almost all the CCCs have allegedly obtained / taken permission allegedly from the BJP MP to allegedly operate illegally / unauthorisedly without the Karnataka state government's authorisation / approval.
09) None of these CCCs have/had proper medical facilities and their staffs are/were allegedly not medically qualified. As per the Government order, only qualified doctors, nurses and other para-medical staff must manage the CCCs. Here unqualified people / persons have / had been allegedly appointed as duty nurses.
10) There is/was allegedly no information passed on to the Covid patient’s relatives and they are / were allegedly not informed allegedly about the extra / additional charges during the admissions and allegedly there is/was no fixed rate chart being displayed at the CCCs.
11) Moreover, apart from the bed charges, the patients were allegedly being charged for medical care separately and this amounted to ₹3 lakhs to ₹4 lakhs for a 10-day stay at the CCCs. This is/was nothing but allegedly big loot and the DC has/had stopped this. Following the DC’s order, now the BJP MP is selectively targeting her and speaking against her in public.
12) Many CCCs had allegedly tied up with insurance companies and the patients were allegedly assured that if they make full payment, either the insurance companies or the Government would refund / reimburse the/their money. Most of the CCCs are / were managed by BJP workers and office-bearers themselves. Every CCC is/was allegedly offering percentages allegedly varying between/from 30 percent to 40 percent per patient allegedly to the BJP MP and now this alleged percentage business has/had ended with the DC’s and DHO’s order.

The Karnataka Pradesh Congress Committee (KPCC) spokesperson Mr. M Lakshmana has made the following allegations:
01) The BJP leaders are targeting the DC because they will allegedly lose commission with the closing down of the 16 Covid Care Centres (CCCs).
02) District-In-Charge Minister of the BJP Mr. S T Somashekar and the Mysore / Mysuru-Kodagu BJP MP Mr. Pratap Simha have turned against the DC after she ordered the District Health Officer (DHO) to close the 16 step-down Covid Care Centres (CCCs) after observing irregularities. Based on the report submitted by the Health and Family Welfare (HFW) Department officials of the GoK stating that the step down hospitals were charging more than the prescribed / regulated government fee and also that there was a lack of proper health care facilities for Covid-19 patients, the DC had told to close down these 16 CCCs.
03) Some of these Covid Care Centres (CCCs) were not given permission by the District Health Officer (DHO), but were allegedly, unilaterally and illegally approved by the MP himself. Some even allegedly lacked the proper medical facilities and medical staff to treat the Covid patients.
04) The District In-charge Minister Mr. S T Somashekar has unilaterally and illegally formed several task forces and appointed BJP party men for key posts. The DC has been excluded / omitted from all of these task forces whereas the BJP MP Mr. Pratap Simha has been given the Chairmanship and full charge of three task forces without any government directives / orders / notification.
05) Instead of making medicines available for black fungus the BJP leaders are busy forming task forces.

01) He has told that is not possible (impossible) for the people's representatives (Corporators, Municipal Councillors, MLAs, MLCs and MPs) to work without the officials. He has told that the people's representatives get credit only because of the sincere officials.
02) It is not right for Mr. Pratap Simha to repeatedly and obsessively criticise the DC in front of the media by creating differences among the officials and confusing the people.
03) It is not possible (impossible) to control Covid-19 just in a day or two.

In background of all the above mentioned irrefutable / undeniable facts we the petition signers / signatories of this online petition firmly believe that the previous Mysore / Mysuru Deputy Commissioner Mrs. Rohini Sindhuri Dasari was the best Deputy Commissioner that the Mysore / Mysuru district has ever had till date.
We also firmly believe that she should have been the most natural / automatic / unanimous / appropriate / deserving choice for the Chairpersonship of all the Covid Task Forces (CTFs) to prevent the urban and rural surge of COVID-19 in the entire Mysore / Mysuru City and Mysore / Mysuru Rural District.
In the background of all the irrefutable / undeniable facts mentioned in the previous paragraphs it is very unfortunate that 03/Three new Covid Task Forces (CTFs) to prevent the surge of Covid-19 in Mysore / Mysuru district has been set up on 22-05-2021 / 22-May-2021 / Saturday, May 22, 2021 without making the Mysore / Mysuru Deputy Commissioner Mrs Rohini Sindhuri their Chairperson during her tenure even though she being the district magistrate superseded all the other officials of the entire Mysore / Mysuru District in the hierarchy, competence / efficiency and duteousness.
We unfortunately firmly believe that Mrs. Rohini Sindhuri not being made the Chairperson of the 03/Three Covid Task Forces (CTFs) during her tenure as the Mysore / Mysuru DC was a desperate attempt to insult / humiliate, demoralise and silence her in order to try to make her a pliable political servant instead of allowing her to remain a duteous / dutiful public servant who selflessly serves the general public by strictly following the Covid Appropriate Protocols (CAPs).
There is a perception among a large section of the general public that Mrs. Rohini Sindhuri Dasari not being made the Chairperson of all the 03/Three Covid Task Forces (CTFs) during her tenure and her conspicuous / malicious / intentional / deliberate / purposeful omission from all the 03/Three Covid Task Force (CTFs) could / may be mostly due to the lack of rapport between her and most of the elected representatives (MLAs and MCC Corporators) who have been unnecessarily critical of the officer and have been making unnecessary and baseless and malicious personal attacks against her and have been desperately trying to malign her reputation directly and indirectly in various / different ways ever since she has been posted as the Mysore / Mysuru Deputy Commissioner.
Despite all the excellent work she has been doing throughout her career the baseless allegation of the Mysore / Mysuru MP that her virtual conferences with the officials from taluks was insufficient and it was necessary for her to make field visits during the countrywide destructive second wave of Covid-19 or the Corona Virus is most inappropriate, incorrect and unscientific as making unnecessary field visits unless and until it is absolutely necessary even by a Deputy Commissioner is not considered as Covid Appropriate Behaviour (CAB) or Covid Appropriate Protocol (CAP).
The allegation by the Mysore/Mysuru MP is also inappropriate, incorrect and unscientific because as per factual online, electronic and print media reports in India and the world the Covid-19 infection is airborne and 60 per cent (60%) of the Covid-19 infections are being spread globally by asymptomatic patients (who do not have any symptoms of Covid-19) especially in enclosed / closed indoor spaces which have poor ventilation or do not have natural fresh air through cross ventilation through open doors and windows.
Ever since she had been posted as the Deputy Commissioner of Mysore / Mysuru she is being selectively targeted officially, politically and personally by a section of the politicians belonging to the various political parties in general and the ruling party in particular at the city, district and state level.
Since she is a duteous / dutiful / sincere public servant who is voluntarily and strictly following the Covid Appropriate Protocols (CAPs) to sincerely / genuinely tackle the Covid-19 pandemic the politicians can only advise her and cannot dictate to her on a daily / biweekly / triweekly / weekly / fortnightly / monthly / bimonthly / quarterly / yearly basis on what she should be doing or what she shouldn’t be doing by regularly / constantly / relentlessly maligning her through the electronic or print godimedia.
She was not being able to discharge her official duties properly, independently and fearlessly as the Mysore / Mysuru DC because most politicians have become spanners in the wheel and obsessive obstructionists as they were trying to make her their puppet or rubber stamp by unnecessarily interfering in her sincere / dedicated efforts to tackle the Covid-19 pandemic by strictly following the Covid Appropriate Protocols (CAPs) like virtual meetings, social distancing and wearing of masks.

They can be seen standing / sitting less than 1 feet away from each other during their field visits even in enclosed spaces which have poor ventilation and do not have natural fresh air through doors and windows thereby endangering themselves and others by becoming potential super spreaders of Covid-19 because as per the Indian and Global Health / Medical Experts the airborne Corona virus can spread / infect up to a distance of 10 metres (33 feet) in enclosed spaces which have poor ventilation and do not have cross ventilation of fresh air through open doors and windows.

We endorse Mrs. Rohini Sindhuri's formal complaint that's been lodged with the Chief Secretary, DPAR (Services), through a letter on Monday, June 6, 2021 in which Mrs. Rohini Sindhuri has alleged that it was (Anarchic & Undutiful / Unduteous) Mrs. Shilpa Nag’s “pre-meditated plan” to falsely raise (malicious) allegations against Mrs. Rohini Sindhuri and “create a scandal in order to force Mrs. Rohini Sindhuri's transfer from the Mysore / Mysuru district”.
We endorse Mrs. Rohini Sindhuri's reference to Mrs. Shilpa Nag's interview to a private television channel in which the (Anarchic & Undutiful / Unduteous) Mrs. Shilpa Nag has reportedly stated that “her mission of ensuring Mrs. Rohini Sindhuri's transfer from Mysuru district had been fully accomplished and the purpose (malicious intent) of doing the press meet / conference on Thursday, June 06, 2021 (during which she made false and malicious allegations of harassment by Mrs. Rohini Sindhuri) was fully achieved.”
We endorse Mrs. Rohini Sindhuri's allegation that the (Anarchic) actions of Mrs. Shilpa Nag, who has also been transferred from the post of Commissioner of Mysuru City Corporation (MCC), were in “collusion / connivance” with local politicians with the stated objective of having Mrs. Rohini Sindhuri transferred out of Mysuru.
We endorse Mrs. Rohini Sindhuri's allegation that some politicians in collusion / connivance / complicity with private hospitals were allegedly overcharging patients while running private COVID Care Centres reportedly in violation of prescribed norms and committing gross irregularities.
We endorse Mrs. Rohini Sindhuri's allegation that the immediate cause for motivated and false attacks on her was because she'd ordered the closure of the CCCs which were violating the COVID-19 guidelines prescribed by the GoK.
We endorse Mrs. Rohini Sindhuri's allegation that (the Anarchic & Undutiful / Unduteous) Mrs. Shilpa Nag’s conduct was “unbecoming” of an IAS officer, amounting to “gross misconduct and indiscipline” and she'd (Mrs. Shilpa Nag had) violated rules of the All India Service (Conduct) Rules, 1968.
We endorse Mrs. Rohini Sindhuri's allegation that (the Anarchic & Undutiful / Unduteous) Mrs. Shilpa Nag had violated the Service Rule 3(1) that clearly states that “every member of the Service shall at all times maintain absolute integrity and devotion to duty and shall do nothing which is unbecoming of a member of the Service”; Rule 3 (2B) (XI) states that “maintain discipline in the discharge of duties and be liable to implement the lawful orders duly communicated to him / her”.
Therefore in the background of all the facts mentioned in the previous paragraphs we (the petition signers / signatories) endorse Ex-Mysuru DC Mrs. Rohini Sindhuri's seeking of severest / stringent / strictest disciplinary action against (the Anarchic & Undutiful / Unduteous) IAS officer Shilpa Nag for allegedly violating the provisions of the All India Service (Conduct) Rules, 1968, by her conduct unbecoming of an IAS officer.
The duteous / dutiful and competent / efficient Mrs. Rohini Sindhuri Dasari is/was the most appropriate official for the Chairpersonship of all the 03/Three Covid Task Forces (CTF) of the Mysore / Mysuru Urban District as well as the Mysore / Mysuru Rural District and that too if and only if there had been no or zero political interference in her sincere efforts to tackle the Covid-19 pandemic.
Therefore in the background of all the above mentioned undeniable / irrefutable facts and also in order to fully, competently / efficiently and successfully tackle the surge of the Covid-19 Pandemic in the entire Mysore / Mysuru Urban District and also Mysore / Mysuru Rural District by July 01, 2021 deadline we the petition signers / signatories of this online petition request everyone concerned to withdraw / cancel / revoke / reverse the transfer order and reinstate Mrs. Rohini Sindhuri, IAS as the Mysore / Mysuru Deputy Commissioner (DC).

Former Deputy Commissioner of Mysore/Mysuru Mrs. Rohini Sindhuri Dasari has alleged that the K.R. Nagar JD(S) MLA Mr. Sa Ra Mahesh's convention hall has been illegally built on a stormwater drain.

02) The former Deputy Commissioner Mrs. Rohini Sindhuri, whose recent transfer out of Mysuru is allegedly perceived to be the handiwork of the land mafia, on Wednesday, June 09, 2021 released circulars of the action initiated by her to revoke certain land transactions that were prima facie in violation of the law.
03) She has alleged that the choultry of the K.R. Nagar JD(S) MLA Mr. S. Ra. Mahesh at Dattagalli has been illegally built on a rajakaluve (stormwater drain) and that was being surveyed too.
04) Her response followed a press conference in Mysuru on Wednesday, June 09, 2021 when Mr. Sa. Ra. Mahesh – who was among the most voluble critics of Ms. Sindhuri and her functioning – had asked why she did not make any efforts to reclaim encroached land during her stint as the Deputy Commissioner.
05) Just before a day of her transfer (that is on Friday, June 04, 2021), Mrs. Rohini Sindhuri Dasari had sought certain documents and records from the Mysuru Urban Development Authority (MUDA). Following the scrutiny of documents, she had ordered cancellation of land conversion approved by the authorities with regard to 1.39 acres of land in Lingambudhi village on the outskirts of the city. She had also directed the MUDA Commissioner to initiate action against officials who were responsible for clearing the land conversion based on false reports.
06) With regard to Survey number 115 which is a government gomal land in Kergalli village spread over 129.22 acres Ms. Rohini Sindhuri Dasari had sought an Action Taken Report (ATR) from the MUDA on a complaint of irregularity and creation of fake records for landownership to claim compensation.
07) She had also directed the MUDA to rescind its earlier orders approving conversion of 2 acres of land near Lingambudhi Lake for commercial purposes. Ms. Sindhuri cited Wetlands (Conservation and Management) Rules 2010 and a National Green Tribunal directive pertaining to wetlands as per which there should be no construction within 75 metres of any wetland. She said that any approval including layout plans in areas coming within 75 metres of any lake should be revoked.
08) She has alleged that these are/were some of the illegal land dealings of Mr. Sa Ra Mahesh and there are/were many more like this. In fact his Sara Choultry Community Hall that is allegedly on a rajakaluve is/was being surveyed too. She's alleged that since the day she joined as Mysuru DC and even now after she has been transferred he has been incessantly making false allegations against her. She's alleged that his whole modus operandi is to threaten and scare officers so that they do not take action on illegality. She's said that she'd paid no heed to any of his empty threats and so even after her transfer he has been making statements against her. She's told since documents were asked, some of them have been shown. She's alleged that prima facie there are irregularities and hence they need to be inquired into and taken to the logical conclusion.

01) District Health Officer(DHO) of Mysore / Mysuru Dr. T. Amarnath has issued a written order to close down 16 Covid Care Centres (CCCs) set up in all the three Assembly Constituencies (Narasimharaja, Krishnaraja and Chamaraja) of Mysore / Mysuru based on a verbal order issued by the Deputy Commissioner Mrs Rohini Sindhuri.

03) The DC’s order to the DHO to close down these 16 CCCs has caused a rift between the BJP MP Mr. Pratap Simha and the DC and now the BJP MP Mr. Pratap Simha is selectively targeting the DC though she was doing good work.
04) After a meeting of City Advisory Task Force (CATF) on May 19, 2021 the DHO issued orders to close these 16 CCCs following complaints of CCCs not having the proper medical infrastructure and also medical assistance. The DHO, in his report to the DC has/had stated that these Covid Care Centres (CCCs) were not following the Covid-19 protocols issued by the Karnataka State Government.
05) The DHO in his report has also stated that many of the Covid Care Centres (CCCs) do not have doctors as prescribed by the Government and no specialist visits these CCCs. There are no support staff and cleaning personnel. The money for such CCCs is provided by the Karnataka State Government and there has to be some kind / sort of accountability from these CCCs.
06) The DHO in his report has also stated that many of these CCCs lacked medical facilities and some have/had converted the hotels into money-making business activity where one floor is allotted to one hospital and the other floor is allotted to another hospital. All the Standard Operating Procedures (SOPs) were being violated. The Covid guidelines do not allow this and it is/was a clear violation.
07) The Government has permitted CCCs to charge patients ₹8,000/- per day for ordinary CCC, ₹10,000/- per day for three star CCC and ₹12,000/- per day for five star CCC. But the CCC set up at Gokulam Youth Hostel in a Government building that was taken free of cost the patients are/were allegedly charged an exorbitant / astronomical amount of ₹15,000/- to ₹30,000/- per day.
08) The Gokulam Youth Hostel was allegedly handed over to a Private Hospital to allegedly manage it. This illegal authorisation was allegedly given by the BJP MP Mr. Pratap Simha in his capacity as the Chairman of the Task Force to ensure oxygen supplies and Remdesivir injections. No government official has authorised the BJP MP to allegedly and illegally accord / give / sanction permission for the Private Hospital to manage the CCC at the Gokulam Youth Hostel. Almost all the CCCs have allegedly obtained / taken permission allegedly from the BJP MP to allegedly operate illegally / unauthorisedly without the Karnataka state government's authorisation / approval.
09) None of these CCCs have/had proper medical facilities and their staffs are/were allegedly not medically qualified. As per the Government order, only qualified doctors, nurses and other para-medical staff must manage the CCCs. Here unqualified people / persons have / had been allegedly appointed as duty nurses.
10) There is/was allegedly no information passed on to the Covid patient’s relatives and they are / were allegedly not informed allegedly about the extra / additional charges during the admissions and allegedly there is/was no fixed rate chart being displayed at the CCCs.
11) Moreover, apart from the bed charges, the patients were allegedly being charged for medical care separately and this amounted to ₹3 lakhs to ₹4 lakhs for a 10-day stay at the CCCs. This is/was nothing but allegedly big loot and the DC has/had stopped this. Following the DC’s order, now the BJP MP is selectively targeting her and speaking against her in public.
12) Many CCCs had allegedly tied up with insurance companies and the patients were allegedly assured that if they make full payment, either the insurance companies or the Government would refund / reimburse the/their money. Most of the CCCs are / were managed by BJP workers and office-bearers themselves. Every CCC is/was allegedly offering percentages allegedly varying between/from 30 percent to 40 percent per patient allegedly to the BJP MP and now this alleged percentage business has/had ended with the DC’s and DHO’s order.

The Karnataka Pradesh Congress Committee (KPCC) spokesperson Mr. M Lakshmana has made the following allegations:
01) The BJP leaders are targeting the DC because they will allegedly lose commission with the closing down of the 16 Covid Care Centres (CCCs).
02) District-In-Charge Minister of the BJP Mr. S T Somashekar and the Mysore / Mysuru-Kodagu BJP MP Mr. Pratap Simha have turned against the DC after she ordered the District Health Officer (DHO) to close the 16 step-down Covid Care Centres (CCCs) after observing irregularities. Based on the report submitted by the Health and Family Welfare (HFW) Department officials of the GoK stating that the step down hospitals were charging more than the prescribed / regulated government fee and also that there was a lack of proper health care facilities for Covid-19 patients, the DC had told to close down these 16 CCCs.
03) Some of these Covid Care Centres (CCCs) were not given permission by the District Health Officer (DHO), but were allegedly, unilaterally and illegally approved by the MP himself. Some even allegedly lacked the proper medical facilities and medical staff to treat the Covid patients.
04) The District In-charge Minister Mr. S T Somashekar has unilaterally and illegally formed several task forces and appointed BJP party men for key posts. The DC has been excluded / omitted from all of these task forces whereas the BJP MP Mr. Pratap Simha has been given the Chairmanship and full charge of three task forces without any government directives / orders / notification.
05) Instead of making medicines available for black fungus the BJP leaders are busy forming task forces.

Mysore/Mysuru Chamundeshwari constituency MLA Mr. G T Devegowda of the JD (S) has hit out at/against the BJP MP Mr. Pratap Simha and has challenged him to transfer the Mysore/Mysuru DC Mrs. Rohini Sindhuri Dasari. He has lashed out at the BJP MP Mr. Pratap Simha for blaming the officials over Covid-19 management.
Mr. G T Devegowda's views / opinions against the BJP MP Mr. Pratap Simha have been reproduced below:
01) He has told that is not possible (impossible) for the people's representatives (Corporators, Municipal Councillors, MLAs, MLCs and MPs) to work without the officials. He has told that the people's representatives get credit only because of the sincere officials.
02) It is not right for Mr. Pratap Simha to repeatedly and obsessively criticise the DC in front of the media by creating differences among the officials and confusing the people.
03) It is not possible (impossible) to control Covid-19 just in a day or two.
04) He had challenged the BJP MP to show his real / genuine / true might / valour / power by transferring the DC if he really / genuinely has the guts or moral courage to do so instead of unnecessarily, repeatedly, habitually, obsessively and unfairly blaming her in front of the media almost every day.
A section of the politicians at the city, district and state levels belonging to the various political parties in general and the ruling party in general have been unnecessarily making baseless and malicious allegations against Mrs Rohini Sindhuri Dasari, IAS regarding her competence / efficiency / duteousness right from the day she took charge as the Deputy Commissioner of the Mysore / Mysuru District on September 28, 2020.
This is unfortunately happening with an ever increasing monotonous regularity because they wanted the Mysore / Mysuru DC Mrs Rohini Sindhuri Dasari, IAS (a public servant) to become their rubber stamp or puppet or a political servant instead of allowing her to remain as a public servant who has always been duteously / sincerely working for the welfare of the general public.

There has been countless number of factually correct online, print and electronic media reports throughout the career of Mrs Rohini Sindhuri Dasari, IAS that she is a public servant of an unimpeachable / unquestionable / undoubtable / impeccable honesty and integrity.
She was the most duteous / dutiful, sincere and non-political / apolitical / politically neutral public servant as a Deputy Commissioner of Mysore / Mysuru District.
She has an unquestionable / undoubtable record as a sincere public servant because she has served the public duteously / dutifully and sincerely irrespective of wherever she has been posted anywhere in the entire state of Karnataka.
Her entire family except for herself have been unfortunately infected with Corona Virus recently and she was sacrificing her family / personal life to tackle Covid-19 in the entire Mysore / Mysuru District.
She had been tirelessly and selflessly serving the people of Mysore / Mysuru city and district at the time of the destructive Covid-19 pandemic at a (God forbid) great risk of Covid-19 (Corona virus) infection to herself.
In background of all the above mentioned irrefutable / undeniable facts we the petition signers / signatories of this online petition firmly believe that the previous Mysore / Mysuru Deputy Commissioner Mrs. Rohini Sindhuri Dasari was the best Deputy Commissioner that the Mysore / Mysuru district has ever had till date.
We also firmly believe that she should have been the most natural / automatic / unanimous / appropriate / deserving choice for the Chairpersonship of all the Covid Task Forces (CTFs) to prevent the urban and rural surge of COVID-19 in the entire Mysore / Mysuru City and Mysore / Mysuru Rural District.
In the background of all the irrefutable / undeniable facts mentioned in the previous paragraphs it is very unfortunate that 03/Three new Covid Task Forces (CTFs) to prevent the surge of Covid-19 in Mysore / Mysuru district has been set up on 22-05-2021 / 22-May-2021 / Saturday, May 22, 2021 without making the Mysore / Mysuru Deputy Commissioner Mrs Rohini Sindhuri their Chairperson during her tenure even though she being the district magistrate superseded all the other officials of the entire Mysore / Mysuru District in the hierarchy, competence / efficiency and duteousness.
We unfortunately firmly believe that Mrs. Rohini Sindhuri not being made the Chairperson of the 03/Three Covid Task Forces (CTFs) during her tenure as the Mysore / Mysuru DC was a desperate attempt to insult / humiliate, demoralise and silence her in order to try to make her a pliable political servant instead of allowing her to remain a duteous / dutiful public servant who selflessly serves the general public by strictly following the Covid Appropriate Protocols (CAPs).
There is a perception among a large section of the general public that Mrs. Rohini Sindhuri Dasari not being made the Chairperson of all the 03/Three Covid Task Forces (CTFs) during her tenure and her conspicuous / malicious / intentional / deliberate / purposeful omission from all the 03/Three Covid Task Force (CTFs) could / may be mostly due to the lack of rapport between her and most of the elected representatives (MLAs and MCC Corporators) who have been unnecessarily critical of the officer and have been making unnecessary and baseless and malicious personal attacks against her and have been desperately trying to malign her reputation directly and indirectly in various / different ways ever since she has been posted as the Mysore / Mysuru Deputy Commissioner.
Despite all the excellent work she has been doing throughout her career the baseless allegation of the Mysore / Mysuru MP that her virtual conferences with the officials from taluks was insufficient and it was necessary for her to make field visits during the countrywide destructive second wave of Covid-19 or the Corona Virus is most inappropriate, incorrect and unscientific as making unnecessary field visits unless and until it is absolutely necessary even by a Deputy Commissioner is not considered as Covid Appropriate Behaviour (CAB) or Covid Appropriate Protocol (CAP).
The allegation by the Mysore/Mysuru MP is also inappropriate, incorrect and unscientific because as per factual online, electronic and print media reports in India and the world the Covid-19 infection is airborne and 60 per cent (60%) of the Covid-19 infections are being spread globally by asymptomatic patients (who do not have any symptoms of Covid-19) especially in enclosed / closed indoor spaces which have poor ventilation or do not have natural fresh air through cross ventilation through open doors and windows.
Ever since she had been posted as the Deputy Commissioner of Mysore / Mysuru she is being selectively targeted officially, politically and personally by a section of the politicians belonging to the various political parties in general and the ruling party in particular at the city, district and state level.
Since she is a duteous / dutiful / sincere public servant who is voluntarily and strictly following the Covid Appropriate Protocols (CAPs) to sincerely / genuinely tackle the Covid-19 pandemic the politicians can only advise her and cannot dictate to her on a daily / biweekly / triweekly / weekly / fortnightly / monthly / bimonthly / quarterly / yearly basis on what she should be doing or what she shouldn’t be doing by regularly / constantly / relentlessly maligning her through the electronic or print godimedia.
She was not being able to discharge her official duties properly, independently and fearlessly as the Mysore / Mysuru DC because most politicians have become spanners in the wheel and obsessive obstructionists as they were trying to make her their puppet or rubber stamp by unnecessarily interfering in her sincere / dedicated efforts to tackle the Covid-19 pandemic by strictly following the Covid Appropriate Protocols (CAPs) like virtual meetings, social distancing and wearing of masks.
On the contrary a section of the newly constituted Covid Task Force (CTF) without Mrs. Rohini Sindhuri Dasari heading it are behaving like potential super spreaders of Covid-19 (Corona virus) in the entire Mysore/Mysuru Urban District and the Mysore/Mysuru Rural District as they can be seen in the photos of the print media making overcrowded / crowded field visits for the media cameras without strictly following the Covid Appropriate Protocols (CAPs) like compulsory social distancing of 6 feet.
They can be seen standing / sitting less than 1 feet away from each other during their field visits even in enclosed spaces which have poor ventilation and do not have natural fresh air through doors and windows thereby endangering themselves and others by becoming potential super spreaders of Covid-19 because as per the Indian and Global Health / Medical Experts the airborne Corona virus can spread / infect up to a distance of 10 metres (33 feet) in enclosed spaces which have poor ventilation and do not have cross ventilation of fresh air through open doors and windows.

We (the petition signers / signatories) firmly believe that the (Anarchic & Undutiful / Unduteous) Ex-Commissioner of Mysore / Mysuru City Corporation (MCC) Mrs. Shilpa Nag, IAS had planned pre-meditatedly and had raised false allegations against the Ex-Deputy Commissioner of Mysore/Mysuru Mrs. Rohini Sindhuri, IAS by calling a press conference on Thursday, June 03, 2021.
We endorse Mrs. Rohini Sindhuri's formal complaint that's been lodged with the Chief Secretary, DPAR (Services), through a letter on Monday, June 6, 2021 in which Mrs. Rohini Sindhuri has alleged that it was (Anarchic & Undutiful / Unduteous) Mrs. Shilpa Nag’s “pre-meditated plan” to falsely raise (malicious) allegations against Mrs. Rohini Sindhuri and “create a scandal in order to force Mrs. Rohini Sindhuri's transfer from the Mysore / Mysuru district”.
We endorse Mrs. Rohini Sindhuri's reference to Mrs. Shilpa Nag's interview to a private television channel in which the (Anarchic & Undutiful / Unduteous) Mrs. Shilpa Nag has reportedly stated that “her mission of ensuring Mrs. Rohini Sindhuri's transfer from Mysuru district had been fully accomplished and the purpose (malicious intent) of doing the press meet / conference on Thursday, June 06, 2021 (during which she made false and malicious allegations of harassment by Mrs. Rohini Sindhuri) was fully achieved.”
We endorse Mrs. Rohini Sindhuri's allegation that the (Anarchic) actions of Mrs. Shilpa Nag, who has also been transferred from the post of Commissioner of Mysuru City Corporation (MCC), were in “collusion / connivance” with local politicians with the stated objective of having Mrs. Rohini Sindhuri transferred out of Mysuru.
We endorse Mrs. Rohini Sindhuri's allegation that some politicians in collusion / connivance / complicity with private hospitals were allegedly overcharging patients while running private COVID Care Centres reportedly in violation of prescribed norms and committing gross irregularities.
We endorse Mrs. Rohini Sindhuri's allegation that the immediate cause for motivated and false attacks on her was because she'd ordered the closure of the CCCs which were violating the COVID-19 guidelines prescribed by the GoK.
We endorse Mrs. Rohini Sindhuri's allegation that (the Anarchic & Undutiful / Unduteous) Mrs. Shilpa Nag’s conduct was “unbecoming” of an IAS officer, amounting to “gross misconduct and indiscipline” and she'd (Mrs. Shilpa Nag had) violated rules of the All India Service (Conduct) Rules, 1968.
We endorse Mrs. Rohini Sindhuri's allegation that (the Anarchic & Undutiful / Unduteous) Mrs. Shilpa Nag had violated the Service Rule 3(1) that clearly states that “every member of the Service shall at all times maintain absolute integrity and devotion to duty and shall do nothing which is unbecoming of a member of the Service”; Rule 3 (2B) (XI) states that “maintain discipline in the discharge of duties and be liable to implement the lawful orders duly communicated to him / her”.
Therefore in the background of all the facts mentioned in the previous paragraphs we (the petition signers / signatories) endorse Ex-Mysuru DC Mrs. Rohini Sindhuri's seeking of severest / stringent / strictest disciplinary action against (the Anarchic & Undutiful / Unduteous) IAS officer Shilpa Nag for allegedly violating the provisions of the All India Service (Conduct) Rules, 1968, by her conduct unbecoming of an IAS officer.
The duteous / dutiful and competent / efficient Mrs. Rohini Sindhuri Dasari is/was the most appropriate official for the Chairpersonship of all the 03/Three Covid Task Forces (CTF) of the Mysore / Mysuru Urban District as well as the Mysore / Mysuru Rural District and that too if and only if there had been no or zero political interference in her sincere efforts to tackle the Covid-19 pandemic.
Therefore in the background of all the above mentioned undeniable / irrefutable facts and also in order to fully, competently / efficiently and successfully tackle the surge of the Covid-19 Pandemic in the entire Mysore / Mysuru Urban District and also Mysore / Mysuru Rural District by July 01, 2021 deadline we the petition signers / signatories of this online petition request everyone concerned to withdraw / cancel / revoke / reverse the transfer order and reinstate Mrs. Rohini Sindhuri, IAS as the Mysore / Mysuru Deputy Commissioner (DC).
We also request everyone concerned to make Mrs Rohini Sindhuri Dasari, IAS the Chairperson of all the 03/Three Covid Task Force (CTF) of the entire Mysore / Mysuru District in Karnataka State through a Government Order / Circular / Notification..
