SUPPORT TO OVERCOME PLANETARY PARALYSIS - NOW !!!!! >>> A Historic PACT-Opportunity
The Issue
WITH THIS PETITION, we can hopefully transform the most important UN summit ever - the "PACT FOR THE FUTURE" in September 2024 - into a "HUMAN PACT FOR THE FUTURE OF OUR PLANET" - through which the world can finally SOLVE ITS PROBLEMS EFFECTIVELY and TIMELY.

With this petition, we strongly support the UN initiative for a PACT FOR THE FUTURE, which is to be adopted by all UN member states at the UN Summit of the Future on 22-23 September 2024 in New York. We want to highlight a passage included in the first draft of the Pact for the Future in the section titled “Transforming Global Governance“. We see this as an historic opportunity to overcome the current planetary paralysis regarding many issues which, due to their fundamentally planetary nature, can only be effectively resolved by global governance that has been transformed in smart and appropriate ways, bringing into existence a "UN 2.0".With this petition, we are proposing three points related to the paragraph, quoted below, included in the first draft of the PACT FOR THE FUTURE, which can become a historic milestone if we all succeed together in seizing and shaping this opportunity.
On 29th January 2024, the UN missions of Germany and Namibia, which are mandated by the UN to help prepare the PACT FOR THE FUTURE, published a "zero draft" to kick off the negotiations which includes this passage:
- Passage 17 - Transforming Global Governance: "Through the steps set out in this Pact, we aim to realize the vision of a multilateral system that is more effective, more trusted, more inclusive, and better equipped for the challenges, opportunities and capacities of the present and the future. As such, we reaffirm the intergovernmental character of the United Nations, while also committing to ensuring that a diverse range of actors beyond States contribute to efforts to address global challenges. We commit to reforming of the intergovernmental organs of the United Nations, including the Security Council, so that they can deliver on their mandates in a changing world, and to strengthening the human rights pillar of the Organization. We agree to new ways to improve our response to global shocks and expanded ways of measuring human progress so that human and planetary well-being are not overlooked. We will pursue more equitable and effective global economic governance, including through reform of the international financial architecture. With this petition, we are submitting the following:
1) We consider this passage 17 to be crucial to reflect humanity's desire, hope, and confidence that a more effective global capacity to act for the benefit of all humanity will emerge in such important areas as peace, sustainable and equitable prosperity, and all the other issues that the UN’s member states agreed to in 2015 when they adopted the Sustainable Development Goals (SDGs).
>>> We therefore strongly advocate that this passage 17 be included in the final document of the PACT FOR THE FUTURE without any loss of substance.
2) Since the founding of the United Nations, non-governmental organizations (NGOs) have played a very important role alongside member states, of which there are currently 193, representing almost all countries in the world. More than 3,000 NGOs are formally accredited to the UN and many thousands more are involved in and around the major UN conferences and agendas. Without the tireless engagement of NGOs, the substance of previous UN agreements, such as the SDGs, would not have been achieved. Therefore, it is now important to significantly strengthen their role, especially when it comes to substantially evolving the UN's global governance.
Examples of the relevance and substance of corresponding proposals from the NGO world for the further development of UN global governance are contained in the interim PEOPLE'S PACT FOR THE FUTURE, which was developed with the help of the "Coalition for the UN We Need" as well as in the CALL FOR INCLUSIVE GLOBAL GOVERNANCE promoted by the “We the Peoples” campaign.
Others have been developed by the WeQ Institute, for example, with its "PLANET WE" CAMPAIGN launched in 2023 and the publications "Planet We – Die planetare Unregierbarkeit JETZT überwinden" and "Overcoming Planetary Ungovernability NOW - An Invitation to a UN 2.0".These include, , among other things, the creation of a "World Peace Ministry" as a timely step that goes beyond the current UN Security Council and a "World Trade Ministry" mandated to regulate global trade and make it subject to human rights and development standards, among other things.
>>> We advocate that the PACT FOR THE FUTURE declares the concrete conception and implementation of significantly more effective global governance a key focus of the United Nations and that global civil society should be directly and immediately involved.
3) The PACT FOR THE FUTURE should recognize the need for a conference to review the UN Charter, which according to Article 109 should have taken place by 1955.
>>> To lay the groundwork and engage people around the world in this major new global task, we call for the PACT FOR THE FUTURE to mandate the Secretary-General of the United Nations to carefully evaluate the reform proposals submitted by civil society and, to this end, to conduct open and inclusive consultations with member states, NGOs accredited to the UN, other civil society organizations and other stakeholders, elected representatives, and experts.
