A memo leaked from the State Bar shows that as recently as 2014, there is more than an appearance that the State Bar has a " quota" for investigating complaints, and is far from conducting investigations on these complaints properly. After claiming the Bar cleaned up the backlog and internal issues back in 2011, the memo, dated 2014 , shows it is simply not true and the culture inside the Bar simply may not be able to be cleaned up. In May of 2014 , State Bar top brass, John Noonen, appears to have sent an email that encouraged investigators to clear the deck on cases and complaints , even if the job was" less than perfect". The memo further goes on to state a protocol that shows insiders had a system to help cover for one another, in the event they were audited or questioned. Most troubling is how this memo was found, as it was found along with case files , witness lists and information that shows the State Bar failed to protect private information of people filing complaints and the Bar investigators exposed social security numbers , bank accounts and even the home addressed of people who had filed complaints with the State Bar as recently as July 2015.
