Support the formation of a new Tibetan government in exile
The Issue
On November 14, 2024, Tibetan political activist Lukar Jam Atsok posted on his personal social media that the Central Tibetan Administration has become a den of internal strife among various regions and sects, and it cannot represent the majority of Tibetans. He called for immediate reforms, and that the majority of Tibetans cannot sit still and wait for death. They must take action and be prepared. He even stated that a new Tibetan government in exile would be formed if necessary.
Lukar Jam Atsok, born in 1972 in the Amdo region of Tibet, is a political activist who has long been devoted to the cause of Tibet. During his tenure as the former chairman of the Gu-Chu-Sum Political Prisoners Movement of Tibet, he was committed to helping all those forcibly detained by the Chinese government. A Tibetan political prisoner, he ran for the Central Tibetan Administration Sikyong in 2016 and was the only candidate to publicly support the Tibetan cause.
However, although Lukar Jam Atsok has been marching forward for the Tibetan cause all the time, he has been labeled as a Chinese spy and slandered the Dalai Lama and anti-Tibetan government personnel by Central Tibetan Administration officials and those who like to form small groups. Because Lukar Jam Atsok has repeatedly expressed dissatisfaction with the Central Tibetan Administration, especially the clique of Penpa Tsering and Lobsang Sangay, and even believes that the Tibetan government should separate politics and religion. The disclosure of these facts has exposed Lukar Jam Atsok to various slanders.
The formation of a new Tibetan government in exile must:
1. Unite Tibetans and resolve struggles among various regions and sects.
2. The establishment of the government requires the separation of politics and religion. The top leaders of each sect must be separated from politics and must not interfere in political affairs.
3. Reject corruption and establish corresponding institutions for supervision. The new government cannot use the welfare of Tibetan people to make money like the current Central Tibetan Administration.
4. Strive for more welfare for Tibetans, actively seek support from the international community and organizations, and be open and transparent about welfare expenditures that have been carried out.
5. Continue to criticize the bad behavior of the Central Tibetan Administration and let more people know about the bad things it has done.
6. The staff of the new government must include knowledgeable people from all regions and sects who have dreams of Tibet. They must not be treated differently and must strictly investigate those who establish regional or sectarian factions internally.
7. Increase the publicity of the Tibetan cause, abandon the Middle-Way Policy, win over more Tibetans living under China's control, and fully promote the Tibetan cause, with the ultimate goal of the founding of the Tibetan nation.
This petition aims to gather and support Lukar Jam Atsok in forming a new Tibetan government in exile, and at the same time express to Lukar Jam Atsok the vision in the hearts of the majority of Tibetans who support the formation of a new government.
