Support Temporary Tattoo Establishment Regulations in South Carolina

The Issue

We are seeking support for legislation that would create temporary tattoo establishment regulations, allowing licensed tattoo artists to legally operate at events such as tattoo expos in South Carolina.

Currently, South Carolina law only regulates permanent tattoo facilities, and any temporary establishment is held to those same standards, which are impossible to meet for event-based operations due to space, structural, financial, and practical limitations. As a result, promoters like Access Art are unable to host tattoo expos, which are vital opportunities for artists to network, learn, and share their craft.

Hosting tattoo expos offers numerous benefits for cities, communities, and artists, including:

1.     Economic Impact for Cities: Attracting visitors from across the state and nation, boosting hotel, restaurant, and local business revenue. Temporary job creation in event management, security, and logistics.  Increased city revenue from permits, event fees, and services.

2.     Cultural and Educational Benefits: Showcasing tattooing as a legitimate art form, highlighting creativity and innovation. Providing workshops, seminars, and demonstrations for artists, students, and community members. Creating opportunities for nonprofits to engage the public and promote arts education.

By creating clear regulations for temporary tattoo establishments, South Carolina cities can legally and safely host these events, unlocking economic, cultural, educational, and professional opportunities currently unavailable.

This petition will be used in support in advancing legislation that would allow for temporary tattoo establishment permits, enabling expos to operate safely, benefit local communities, and foster artistic growth and professional development for tattoo artists.
