PETITION: SUPPORT THE PROMOTION OF REPARATION BONDS FOR THE DELIVERY OF REPARATORY JUSTICE

What we are asking
We call upon Black and Mixed-Black communities, community organisations, institutions, businesses, academics, campaigners, policymakers and supporters of reparatory justice to support the promotion, development and serious examination of Reparation Bonds as a financial mechanism for the delivery of reparatory justice.
This petition seeks community support for the concept and its promotion. Signing the petition does not constitute the purchase of a bond, an investment commitment, or acceptance of any particular future financial instrument.
Why this petition matters
For generations, demands for reparatory justice have addressed the historic extraction of wealth, labour, resources and opportunity from Black people and communities.
The question is no longer simply whether the historical consequences should be recognised. A central practical question is:
How can reparatory justice be financed and converted into durable economic, institutional and intergenerational outcomes?
Reparation Nation Limited proposes that Reparation Bonds should be explored as one possible answer to that question.
The central proposition is:
Finance reparations today. Realise reparations tomorrow.
Rather than treating reparations solely as a retrospective payment, Reparation Bonds could provide a framework through which capital is mobilised for defined reparatory purposes and connected to long-term community development.
What are Reparation Bonds?
The proposed concept is to investigate and develop bonds or bond-based financial structures specifically associated with reparatory justice.
Subject to the necessary legal, financial, regulatory, governance and institutional arrangements, such mechanisms could potentially support investment directed towards areas including:
education; housing and land; health and wellbeing; enterprise and economic development; community infrastructure; cultural institutions; research and historical preservation; institutional development; and the creation of intergenerational assets and wealth.
The objective is not simply to distribute money and allow its reparatory effect to disappear.
The objective is to investigate mechanisms capable of converting reparatory capital into lasting assets, institutions, economic capacity and opportunities that can benefit successive generations.
From historical injustice to a stronger future
Reparatory justice concerns the past, but its delivery must also address the future.
A serious reparatory programme should therefore ask:
What institutions will remain?
What assets will remain?
What economic capacity will remain?
What will be transferred to the next generation?
Reparation Bonds are being proposed for public discussion as a possible mechanism for connecting the historical case for reparatory justice with the financial architecture required to produce measurable and durable outcomes.
