SUPPORT PAY FIXATION BENEFITS FOR PBOR VETERANS
The Issue

A grave injustice continues against our Personnel Below Officer Rank (PBOR) veterans. While defence officers who join civil jobs after retirement receive pay fixation benefits, PBORs are still waiting—despite multiple Supreme Court rulings in their favor.
This unequal treatment is unfair to the soldiers who risked their lives for the nation and goes against the very principles of equity, justice, and respect for military service.
🔴 The Issue:
The problem stems from a DoPT order of 1986.
On the same order, banks and insurance companies give pay fixation benefits, but other departments deny it.
This has left thousands of ex-servicemen disappointed and discriminated against.
Supreme Court rulings in cases such as Ravindran vs Postal Department and Bidesh Singh vs ICAR provided relief, but benefits were limited only to those who filed petitions, instead of being applied universally.
In Mukund K. Pai vs PNB, the court once again highlighted this issue, but no broad corrective action has followed.
🟢 Why This Matters:
PBORs make up the backbone of our armed forces, yet they face systemic denial of their rights.
Many are forced into lengthy, expensive legal battles just to claim what should already be theirs.
This financial and emotional burden dishonors their years of selfless service.
Officers and PBORs served the same flag—yet only officers are given fair treatment.
🟢 Our Demands:
The Ministry of Finance and the Department of Personnel and Training (DoPT) must issue clear, uniform guidelines granting PBOR veterans the same pay fixation benefits as officers.
End the piecemeal, litigation-driven approach where only petitioners benefit, leaving others behind.
Recognize the sacrifice and service of PBOR veterans by ensuring equal rights across all departments.
