The Issue

NTUCB gave the government of Belize eleven (11) demands. Zero met. No meeting date has been provided.

In August 2026, the National Trade Union Congress of Belize (NTUCB) sent the Prime Minister 11 demands on behalf of Belize's workers. The reply came on 15 September, 18 days late. It met none of the demands as submitted and offered no date to meet.

Most of these demands are about good governance. These demands are agreed to by our Joint Social Partners, including the Belize Chamber of Commerce and Industry (BCCI) and the Belize Network of NGOs (BNN). Public money lost to waste and corruption is money that never reaches wages, schools, hospitals and public services. This is everyone's fight.

NTUCB’s 11 demands, and where they stand

1.      BTL board: remove the BTL Chairman and three board members to allow for the return of public confidence at BTL. Rejected.

2.      A tripartite BTL:  change to a tripartite board structure that will allow for workers and employers to be represented on the BTL Board. Rejected.

3.      Public Utilities Commission: restructure the PUC to allow for the four recognized and good standing social partners and three Government representatives on the PUC. Rejected.

4.      A liaison in the Prime Minister's Office: name one person in the PM office to allow for timely and efficient communication with the NTUCB. Not met.

5.      Whistle-blower protection: fast track the legislation to allow for protection of workers and citizens who report corruption. Steps promised: meeting on 22 October.

6.      Campaign finance reform: legislation to allow for public disclosure of political donations and campaign-finance rules. Steps promised: draft legislation by 8 December.

7.      Civil asset recovery: push to implement legislation to fully operationalize the civil recovery mechanism and fully staff and fund the recovery unit. Not met.

8.      Ombudsman: fill the vacant post immediately. Ignored.

9.      Revenue Authority Bill (SARA): stop the bill as drafted and consult with Public Service Union. Rejected.

10.   Teachers (BNTU): address vacation period, the ITVET pay scale, provide a classroom resource allowance, and salaries owed to teachers placed on interdiction and teacher who worked with an expired license. (A fair day’s work is equal to a fair day pay which Is not dependent on a license) Partially Ignored.

11.   University of Belize Faculty and Staff Union (UBFSU): increase UB’s subvention to BZ$15 million on a clear timeline and take politics out of awarding of scholarships. Not met.

We demand that the Prime Minister:

1.      Set a meeting date with the NTUCB.

2.      Meaningfully discuss the eleven (11) demands with a clear timeline to achieve them.

3.      Pause the Revenue Authority Bill until there has been proper consultation.

We are not asking Government to agree to everything overnight. We are demanding a way forward through meaningful dialogue.

***Please note NTUCB is NOT asking for financial donations but to PLEASE share the petition with friends and family.

                                                                                                                                                THANK YOU!
