For many Hartford parents, the struggle to access affordable housing in Hartford, CT that meets safety and health codes is all too real. It's an uphill battle that needed urgent attention yesterday. We need change, and we need it now. A triple solution is required.


First, we call upon our local government to require annual inspections and needed maintenance for apartment buildings with three or more units, including those currently holding rental licenses. Safe and healthy living conditions are not a luxury, but a basic right. Inadequate living conditions disproportionately affect people with low incomes. According to a 2018 study from the National Institutes of Health, the burden of disease tied to poor housing quality is equivalent to major diseases such as diabetes and coronary heart disease (source: NIH, 2018).


Second, to better qualify for apartment rentals, homeownership, and employment opportunities, we need the creation of accelerated credit restoration and building coaching programs. A serious diversion program for those with no credit or ruined credit scores can address this silent crisis affecting countless Hartford families.


Finally, a central, accessible online database for applicants to apply for affordable housing that will accept section 8 vouchers or other rent assistance programs is crucial. It provides an inclusive platform for all, facilitating the process and lowering the barriers to accessing secure and affordable housing.
