The Issue

A person's past cannot be erased, but their future can be different.

In 2013, at just 22 years old, Jerry Allen Blackwell Jr. made a devastating decision that forever changed the course of his life and caused serious harm to another person. He was subsequently sentenced to a lengthy prison term.

Jerry acknowledges his responsibility for his actions and understands that no amount of personal growth can undo the harm caused. This petition is not about excusing his crime or minimizing the pain experienced by the victim and their loved ones. It is about recognizing accountability, rehabilitation, and the possibility of genuine change.

For more than a decade, Jerry has been working to become a different man.

Throughout his incarceration, Jerry has pursued education, self-discipline, spiritual growth, and personal development. He earned his GED in 2018 and completed programs focused on victim awareness, violence prevention, responsible thinking, and preparing for a successful return to society.

In July 2026, he graduated from Prison Fellowship, another milestone in his journey toward accountability and personal growth. He has continued pursuing educational opportunities, including enrolling in digital learning courses to develop practical skills for life after incarceration.

But Jerry's transformation is not measured by certificates alone.

Those who have maintained relationships with him describe a man who has grown in maturity, patience, self-control, and compassion. He has sought opportunities to encourage other incarcerated individuals to make positive choices and has developed aspirations centered on entrepreneurship, education, mentorship, and contributing to his community.

Jerry is also a father who hopes to build a future defined by responsibility, consistency, and meaningful involvement in his children's lives.

Today, he is preparing for the possibility of reentry through continued personal development, family and community support, and planning for stable housing and lawful employment.

We believe that accountability and rehabilitation can exist together.

Jerry is not asking for his past to be forgotten. He is asking for his present character, documented accomplishments, and continued commitment to change to be meaningfully considered.

We respectfully ask the Michigan Parole Board and Governor of Michigan to give thoughtful consideration to Jerry Allen Blackwell Jr.'s request for executive commutation.

Commutation does not erase a conviction or diminish the seriousness of an offense. It offers a process through which an individual's sentence may be reconsidered in light of their circumstances and rehabilitation.

If you believe that people can take responsibility for serious mistakes and work toward becoming better, we invite you to add your name in support of Jerry's request for consideration.

Your signature represents support for a fair and thoughtful review of his journey.

Because accountability matters. Rehabilitation matters. And the possibility of change matters.
