The CNMI Board of Education members are elected by the people of the CNMI.  They are entrusted by the public to hire a Commissioner of Education. The PSS Human Resource Office and Board of Education violated local & federal law and did not adhere to hiring processes for the publicly posted Job Vacancy Announcement for Commissioner of Education. An eligibility list of 3 candidates included non-eligible Cynthia Deleon Guerrero.  She was interviewed and selected though she lacked the minimum 5 years of teaching experience AND 5 years of school administrator experience. In addition, local and federal law violated with Cynthia's involvement in her capacity as HR Director while processing applicants for COE position.

We stakeholders (students, parents, educators, community members) petition to protest the Board's selection of Cynthia Deleon Guerrero.
