Strict Enforcement Needed Against E-Rickshaw Route Violations

The Issue

We, the concerned citizens of Guwahati, submit this petition to bring to your immediate attention the ongoing and escalating issue of unauthorized e-rickshaw movements across the city, in blatant violation of established regulations.

E-rickshaws were introduced with the noble objective of strengthening last-mile connectivity, especially in areas underserved by conventional public transport such as city buses and shared taxis. However, this well-intentioned model is being increasingly misused, endangering public safety and traffic discipline across Guwahati.

On 11th November 2024, the Regional Transport Authority (RTA) Board had identified 56 major arterial roads where the movement of e-rickshaws was strictly prohibited due to safety and traffic concerns. Additionally, the Kamrup (Metro) District Administration has clearly earmarked 31 routes as authorized corridors for e-rickshaw operations.

Unfortunately, the absence of strict and consistent monitoring has resulted in widespread violations of these norms. A growing number of e-rickshaws continue to ply unauthorized routes, including high-density traffic zones and arterial roads, thereby increasing the risk of accidents, congestion, and disruption to organized public transport.

It is also observed with great concern that many of these vehicles are operated by individuals with doubtful identities, and in several instances, persons with criminal backgrounds and substance abuse issues. This poses not only a traffic hazard but a serious law-and-order threat to the public, particularly women, children, and elderly commuters.

We respectfully urge the Transport Department and the District Administration to take the following steps:

  1. Immediate and visible enforcement of existing route regulations through regular patrolling and checkpoints.
  2. Installation of route-tracking and GPS-based monitoring systems in registered e-rickshaws.
  3. Mandatory background verification of drivers before issuing or renewing e-rickshaw permits.
  4. Public display of designated e-rickshaw routes through awareness campaigns to help commuters and traffic personnel identify violations.
  5. Strict penalties for violators, including impounding of vehicles and suspension of permits.

 

We believe that swift and strong action on this matter will restore public confidence in the city’s transport infrastructure and significantly improve road safety and discipline.

We urge you to treat this issue with the seriousness it warrants and take timely and effective action.
