Strengthen Animal Cruelty Laws in New York

Strengthen Animal Cruelty Laws in New York
The Issue
So I usually don't make petitions for other states, but New York needs some serious fixing.
I was in a Facebook group that discussed how outdoor cats are invasive and destroying the environment.
Which is true, outdoor cats are responsible for the extinction of over 70 different bird species and many reptile species.
I have three loving cats of my own that were all rescued from the outdoors. They're all spayed, neutered, and vaccinated. I'd never let my cats go outside into such a dangerous world again.
But as I dug deeper into this group, I discovered a darker secret. Humans bragged about killing the cats by running them over, feeding them to wild animals (including a video of a monitor lizard whipping around a cat)
But this comment is why I'm turning my attention to New York.
This person openly admitted to killing someone else's animals, then caused them financial distress, then said this violence is legal in New York.
So the laws need to change, no more brutal killings of companion animals, make citizens keep their cats indoors, provide low cost or even free spay and neuter clinics.
Violence won't solve the animal crisis, neither will TNR. People need to adopt, not shop, get all of their animals fixed, and keep them indoors.
New York also has multiple other issues they need to fix, their "Kill on Sight" mindset with cats, rats, male chickens, stray dogs, and "imperfect" show rabbits is extremely toxic to their community, inhumane, and severely speciest.
They heavily support the egg industry grounding male baby chicks alive in giant paper shredders, they're a survival ground for abusive American Rabbit Breeders Association members, allowing rabbits to be crammed in unsanitary pet store cages and for them to be killed via spine severing and decapitation if they're not "perfect", "pest control" has full right to break into buildings and pump them full of carbon monoxide to kill rodents by any means (Which also endangers humans too).
It's keeping of domestic animals as if they're only decorations isn't no better, like the hundreds of goldfish that were dumped in a puddle of ammonia contaminated water made by a rusty leaky fire hydrant.
New York needs to end its Speciesism.
