I am writing as a long-standing YouTube user to formally file a complaint regarding YouTube’s failure to enforce its own Community Guidelines against repeated and severe harassment, cyberbullying, impersonation, and defamation that has been directed at me over an extended period of time. Despite filing multiple reports through the official reporting system, the abusive content has been allowed to remain online or is re-uploaded, causing ongoing and escalating harm to my reputation, safety, and wellbeing.


Your Community Guidelines explicitly prohibit:


Harassment & Cyberbullying (targeted threats, abusive videos, smear campaigns)


Hate Speech (malicious targeting based on identity)


Misinformation (content designed to mislead or cause harm)


Sexually Explicit Content & Exploitation


Spam, Scams, and Impersonation


I have documented clear violations of these categories with evidence spanning several years, yet my reports have not resulted in meaningful enforcement. By continuing to host, monetize, and distribute this content despite repeated notice, YouTube is not only enabling harassment but also contributing to the damage.


While I recognize that Section 230 of the Communications Decency Act (47 U.S.C. § 230) provides platforms with certain protections, these protections are not absolute. Courts have increasingly examined whether platforms that knowingly ignore harmful conduct, profit from it, or fail to act in good faith may lose immunity. YouTube’s selective enforcement and allowance of repeated targeted abuse over years may constitute:


Negligence (failure to act with reasonable care despite knowledge of harm).


Intentional Infliction of Emotional Distress (recklessly allowing targeted campaigns that cause foreseeable harm).


Defamation by Republication (continued hosting of defamatory content after notice).


Failure to Act in Good Faith under CDA §230(c)(2).


State Consumer Protection and Unfair Practices Laws, which may apply when platforms misrepresent their enforcement of safety policies while profiting from harmful content.


This is not merely a matter of individual creators violating rules — it is a matter of YouTube permitting ongoing abuse, despite its own rules, reporting systems, and assurances of user protection.


Requested Action:


Immediate removal of all videos, posts, and accounts engaged in targeted harassment, impersonation, and defamation against me.


A written response explaining why enforcement has failed despite my repeated reports.


Clarification of the steps YouTube will take to ensure that its Community Guidelines are applied consistently and protect users as promised.

Please consider this a formal user complaint. If no meaningful resolution is provided, I will be forced to pursue escalation, including filing with regulatory bodies, consumer protection agencies, and exploring legal remedies for damages incurred.I trust that YouTube values the integrity of its platform and the safety of its users and will treat this matter with the urgency and seriousness it deserves.
