Residual waste application volumes are down this year in Cumberland county, and some farmers have stopped using residual waste entirety; but things are worse for some residents who are trapped in their homes by COVID.  

Unlike most of the state, these folks are unable to enjoy the outdoors. They are forced to endure contaminated air, even in their own homes while the farmers and processors profit from continued FPR usage as they are deemed essential and remain open.
