The DEP has NOT traditionally enforced anything other than setback violations and spillage.  Despite having application, and nuisance regulations.   Here they have gone after the processor, who is being forced to close rather than allowing residual on snow covered ground, a rule they have often overlooked on farms where residuals are mixed with manure due to the "freeboard" loophole.

Keep them on the ropes... Keep up the pressure!
