The Santa Barbara News Press article that came out yesterday had attempted to reach out to Heal the Ocean with no response.  Since, Heal the Ocean and engaged in this interview style piece.  Important information that no one knows what really is happening and lots of opinions on clearly there needs to be a long-term plan.
