Dear Members of Congress,
Every year, millions of dogs, cats, birds, and small animals suffer due to irresponsible backyard breeding and unregulated sales on online marketplaces such as Facebook, Instagram, TikTok, and Craigslist. These platforms allow unscrupulous breeders to sell animals without oversight, leading to wide spreading neglect, inhumane conditions, and a growing crisis of abandoned and abused pets.
We, the undersigned, demand that Congress pass a national law to:
1. Prohibit backyard breeding and unlicensed stud services that contribute to overpopulation, genetic disorders, and animal suffering.
2. Ban the sale, trade, and giveaway of animals on unregulated online platforms that fail to ensure humane breeding and responsible pet ownership.
3. Require that all breeders be licensed and subject to strict welfare standards to prevent cruelty, exploitation, and irresponsible breeding.
4. Strengthen penalties for individuals and businesses engaging in illegal animal breeding and sales to deter unethical practices and protect animals from harm.
Why This Matters:
Animal Cruelty & Neglect: Many backyard breeders operate without veterinary care, proper shelter, or concern for the health of the animals they sell.
Overcrowded Shelters & Euthanasia: Irresponsible breeding leads to more animals being abandoned, overcrowding shelters, and increasing euthanasia rates.
Fraud & Consumer Deception: Buyers are often misled about an animal’s breed, health, or background, resulting in costly medical issues and heartbreaking losses.
Public Safety Concerns: Unregulated breeding can contribute to behavioral issues, genetic disorders, and zoonotic disease transmission.
By allowing the unregulated sale of animals, social media platforms and online classifieds are enabling a multi-million-dollar black market industry that profits from animal suffering. We must act now to end this cycle of cruelty.
