The Issue

A Savannah police officer handed her department login for the city’s Flock license plate cameras to her husband, an Immigration and Customs Enforcement (ICE) agent. Between January and July 2026, investigators linked 983 searches on 97 license plates in six states to that access. Of those, 788 searches focused on 48 South Carolina plates, and most of the registered owners in that group were Hispanic.

The officer was fired in August. But investigators found that no Georgia law had been broken. Sharing the login only broke department rules. That means the next person who misuses this system may face nothing worse than losing a job.

This was not an isolated case. Other Savannah police employees have been arrested in separate criminal cases and are accused of misusing Flock data. City officials have said another agency’s mission does not give it automatic permission to use Savannah’s cameras. Rules on paper mean little if no one checks who is searching and why.

Flock cameras record the plates of everyday drivers on their way to work, school and home. People who have done nothing wrong deserve to know that data is not being handed around in secret. Leaders from both parties in Georgia, including congressional candidates Jim Kingston and Amanda Hollowell, have called for proper access rules, stronger safeguards and accountability.

The Savannah City Council should require independent audits of every Flock search, publish regular public reports on how the system is used, and ban sharing access with outside agencies without a warrant or formal agreement. The Georgia General Assembly should make sharing police surveillance logins a crime.

Sign the petition to demand real oversight of Savannah’s license plate cameras before more drivers are tracked without cause.
