As previously noted, there were 1,177 UNPAID infractions in 2024 because they were either mailed to the wrong address or just tossed into the recycling bin.  There were 676 DISMISSED infractions in 2024 because the owner sent in an affidavit saying they weren't the person driving.  The city paid the Pierce County DIstrict Court (PCDC) $25 to process each of those ($16,900).

We made a request to the PCDC for 2023 numbers to see if it just took a long time to collect.

We discovered there were 1,099 UNPAID infractions in 2023 and 527 DISMISSED Infractions in 2023 . The city paid PCDC $13,175 to process the DISMISSED infractions.

One could draw the conclusion that there are NO CONSEQUENCES  for not paying. 

I told the Council I don't see how they could even prove they were ever received since they were just mailed.  When I had to take someone to civil court I had to provide documentation that the person was not on active duty and also have them served proper papers to appear in court on the date scheduled.

This program is looking more and more like a scam with an Arizona company being the major beneficiary of funds ($399,000 / year) collected by the city.
